CENTRE STREET WATER LINE REPLACEMENT PROJECT The Borough of Freeland Municipal Authority (Owner) is requesting Bids for the construction of the following Project: Centre Street Water Line Replacement Project Bid results will be posted for the public review on the online Program. The Project includes the following Work: The Work for this Project generally includes, but is not limited to, installation of approximately 750 L.F. of 8-inch and 10-inch diameter water main; replacement of approximately 20 water service connections, replacement of 1 fire hydrant assembly, surface restoration, and all other work identified in the Contract Documents. Bids are requested for the following Contract: General Construction. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via online in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Governments EVerify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award . The estimated cost of this Project is greater than Two Thousand Dollars ($2,000) and the federal Davis-Bacon Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. This Project was financed in part by a grant from the federal Department of Treasury, under the administration of the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The Borough of Freeland Municipal Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough of Freeland Municipal Authority, and to reject any or all proposals.
