Work Type: AF DBE Goal: 3% Working Day Contract: 50 Days Guaranty Required: $40,000.00 Estimate Anticipated Funding $250,000 - $499,999 With each sealed proposal, the bidder must include a properly executed bid bond or a cashiers check, certified check, bank's check, or postal money order in the amount designated on the Highway Work Proposal made payable to the Department. Certified checks shall be drawn on the account of the bidder submitting the proposal. Unless otherwise specified in this advertisement, the Department will issue bidding proposals only to those who have established their qualifications for the work to be bid upon. Any prospective bidder who has not established their qualifications must file a sworn statement with the Department not less than ten business days prior to the time set for submitting bidding proposals on a form furnished by the Department. The Department will evaluate this statement and will issue bidding proposals as it deems warranted. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This special provision describes raising the bridge, supporting it while the substructure units are being raised, and lowering the bridge back on bearings or bearing pads. This special provision describes thoroughly cleaning and coating the top surface and edges of the top flanges, removing loose paint, rust, mill scale, dirt, oil, grease, or other foreign substances until the specified finish is obtained. This special provision describes providing a dust collector to maintain a negative air pressure in the enclosure; furnishing and erecting enclosures as required to contain, collect and store waste material resulting from the preparation of steel surfaces for painting, and repainting, including collection of such waste material, and labeling and storing waste material in approved hazardous waste containers. This special provision describes inspecting, installing and/or maintaining approved deterrents that prevent migratory bird nesting on bridges and culverts. Swallows or other migratory birds' nests have been observed on or under the existing culvert or bridge at the station identified. All active nests (when eggs or young are present) of migratory birds are protected under the federal Migratory Bird Treaty Act. One deterrent system shall be installed and/or maintained for each applicable structure. Deterrent methods selected shall be appropriate for structure type, size and/or site-specific constraints. This special provision describes cleaning and painting the existing steel bearings on structures conforming to standard spec 517 and as directed by the engineer. This special provision describes cleaning the top surfaces of concrete abutments and sealing them as the plans show and as the engineer directs. This special provision describes surface preparation of bridge deck, furnishing and applying a protective methacrylate sealer and broadcast sand, and any incidentals necessary to complete the project as specified or as shown in plans or as authorized by the engineer. The Wisconsin Department of Transportation is committed to the compliant administration of the DBE Program. The DBE provisions work in tandem with FHWA 1273 and WisDOT's Standard Specifications for Highway and Structure Construction and Construction and Materials Manual. The WisDOT Secretary is signatory to assurances of departmentwide compliance. The Department assigns the contract DBE goal as a percentage of work items that could be performed by certified DBE firms on the contract. The assigned DBE goal is expressed on the bid proposal as a percentage applicable to the total contract bid amount. (1) WisDOT identifies the assigned DBE goal in its contract advertisements and posts the contract DBE goal on the cover of the bidding proposal. The contractor can meet the assigned contract DBE goal by subcontracting work to a DBE firm or by procuring services or materials from a DBE firm. (2) Under the contract, the prime contractor should inform, advise, and develop participating DBE firms to be more knowledgeable contractors who are prepared to successfully complete their contractual agreement through the proactive provision of assistance in the following areas: o Produce accurate and complete quotes o Understand highway plans applicable to their work o Understand specifications and contract requirements applicable to their work o Understand contracting reporting requirements (3) The Department encourages contractors to assist DBE subcontractors more formally by participating in WisDOT's Business Development program as a mentor, coach, or resource. The work under this contract shall consist of bridge rehabilitation of the existing three-span steel girder bridge, B-04-0011, joint replacement, concrete deck repair, galvanic anode installation, bridge rail replacement, surface repair, cleaning and painting of girders, cleaning and painting of bearings, concrete approach slabs, asphaltic pavement and pavement markings, and all incidental items necessary to complete the work as shown on the plans and included in the proposal and contract.
