Renovation of a mixed-use development in Petersburgh, New York. Completed plans call for the renovation of a clubhouse / community center.

Town Clerks office, and a summary of each bid shall be prepared by the Office of the Town Clerk for public review at the following Town Board meeting currently scheduled for October 21, 2024 at 7:00pm. All proposals must be accompanied by a Certificate of Insurance showing General Liability and Worker's Compensation coverages and naming the Town of Petersburgh as a certificate holder. See Bid Specifications for coverage amounts. In addition, all proposals must be accompanied by a signed Non-Collusive Bidding Certification, and a signed Waiver of Immunity Certificate as noted below. The Town of Petersburgh reserves the right to reject any and all bids for no stated reason and to waive any formalities or technicalities. Bidders are fully responsible for delivery of bids. Reliance upon mail or public carriers is at the bidders' risk. Late bids will not be considered. Service-Disabled Veteran-Owned Set Aside: No Contract term: 1 Time Contract Location: 65 Main St Petersburgh, NY 12138 Scope of the Work The scope of services principally consists of the 1) reviewing the existing fire & safety equipment and systems located in the Petersburgh Town Hall, Highway Garage and Petersburgh Veterans Memorial Community Center (PVMCC); 2) replacing specified older equipment and systems, and 3) installing additional equipment and systems where designated. The Town Hall has a combined fire and burglary alarm system, whereas the Highway Garage and PVMCC only maintain fire alarm systems. The Town Hall has an existing Fire & Safety alarm system which consists of an Edwards Signaling fire and safety control panel integrated with 7 smoke detectors, 1 fire pull, [1 heat sensor] and 1 fire horn strobe, all located on the first / main floor, and 2 smoke detectors located on the basement level. However, we do not believe the basement smoke detectors are in working order, nor are there any working heat sensors, horn strobe, or strobe located therein. In addition, the existing system includes a DSC burglary control panel that connects to sensors on the front and back doors and is integrated with a control keypad located adjacent to the front door. These systems are currently connected to a wireline telephone system that will need to be replaced with a wireless cell communicator to link the system to a local cell tower and our designated security monitoring company. The wireless cell communicator needs to work with any proposed fire system replacement. We believe a complete overhaul is required of this fire & safety system which includes replacement and installation of a new fire panel (preferably a Fire Lite MS5), replacement of the existing smoke detectors, replacement of the existing fire pull near the frontdoor, replacement of the existing heat sensor in the [location], and replacement of the existing horn strobe in the main floor hallway. We also suggest the addition of at least 4 more smoke detectors (including 2 in the basement offices / records rooms, and 2 in the office hallways of the main floor), the addition of 1 horn strobe in the basement, the addition of 1 strobe in the basement, the addition of 1 heat sensor in the basement (mechanical room), and the addition of 1 strobe in the main floor bathroom. The existing burglary system would remain in-place and be integrated with the new fire and safety system. Installation should also include all needed cabling and power supplies. The PVMCC has an existing Fire Lite alarm system which will remain in-place but will require the replacement of the 8 existing smoke detectors, 1 horn strobe, 1 fire pull located in the lobby area and 1 heat detector located in the adjoining kitchen area. We believe the existing system is inadequate for the large space encompassing our Community Center, and hence suggest the addition of 2 fire pulls (backdoor and kitchen exit), addition of 3 smoke detectors (catwalk above the main hall), addition of 1 laser beam detector covering the main hall, addition of 1 smoke detector for the lobby area, replacement of horn strobes with 2 strobes for the 2 bathrooms and 1 strobe in the office area, and addition of 1 new control keypad. As with the Town Hall, our current system is connected to a wireline telephone system but is in-process of being replaced with a wireless cell communicator to link the fire system to a local cell tower and our designated security monitoring company. A fire suppression system is installed in the kitchen area, but the Scope of Work includes ensuring it is connected to the fire alarm system. Installation should also include all needed cabling and power supplies.
