Gather information on realistic ideas to adapt and activate Schoellkopf Hall at DeVeaux Woods State Park while protecting the historic value of the property and enhancing the valuable natural and cultural recourses within the Park. All questions and inquiries regarding the substantive terms of this RFEI must be in writing and submitted by e-mail to concessions@parks.ny.gov or mailed to the designated address listed in section II. Timetable and Submission. Individual responses will not be provided; however, written responses to questions deemed relevant by State Parks will be issued in the form of addenda to the RFEI and posted on the Contract Reporter website Schoellkopf Hall is located in DeVeaux Woods State Park, at 3120 DeVeaux Woods Drive Niagara Falls, NY 14305. Site floorplans are included in Exhibit A of this document. The building gross square footage is approximately 36,000 SF. The premises site boundaries within the park are outlined in Exhibit B. No additional structures within the park are included as part of this opportunity. Parking is currently limited at the property. State Parks will work with the selected operator to develop a parking plan of up to 50 spaces, accommodating the needs of the new use while respecting the needs of other users of the property and protecting the character and resources of the park. Responses should identify the respondent and include i) full contact information, including telephone and e-mail and mailing address; ii) an original or secure electronic signature of the respondent (or an authorized representative on behalf of a respondent corporation, partnership, association, or other organization) and iii) if a respondent is represented by an attorney or other representative, please include appropriate contact information. OBJECTIVE State Parks intends that this RFEI will identify interested parties and feasible ideas, including related development recommendations, scenarios, assumptions and contingencies that will inform management decisions and a future procurement (Requests for Proposals) or partnering process. The primary objective is to gather information on realistic ideas to adapt into a self-sustaining operation that furthers the recreational and community service missions of State Parks. Expressions of interest and identified potential projects should: 1. Provide meaningful benefits in public programming over the long term. 2. Implement an adaptive reuse of the existing historic facility. 3. Promote best practices for efficient and sustainable capital improvements and operations. State Parks is focused on soliciting ideas from individuals, foundations, philanthropies, businesses, non-profit organizations, potential operators, user groups, and other prospective partners who appreciate the uniqueness of the historic Schoellkopf Hall and its importance to the State Park system; who have the vision to identify or create opportunities, enhance its public-service mission; and who have the capacity and means to take ideas from concept to completion. All ideas are welcome and will be considered, however the strongest expressions of interest will offer: 1. A compatible, appropriate, and adaptive reuse of the historic Schoellkopf Hall structure. Such projects should include a financially sustainable business plan which offsets the operating expenses, capital improvement costs and ongoing maintenance of the proposed project. 2. Vision to create opportunities that capitalize upon resources within the area and support Parks' public service mission. 3. Public/private partnerships with State Parks that are mutually beneficial to the parties involved, while protecting and enhancing the historic assets of the property. THIS RFEI IS NOT A STATE PROCUREMENT PROCESS AND WILL NOT RESULT IN A STATE CONTRACT. IDEAS SUBMITTED IN RESPONSE TO THIS RFEI WILL HELP INFORM STATE PARKS DECISION-MAKING ON A FUTURE STATE PROCUREMENT OR PARTNERING PROCESS.
