Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
Rehabilitation Project at a House The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 712 12th Avenue. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove existing brick chimney down below the roof line. Reconfigure the flu coming out of the chimney to meet 2015 IMC. Install framing to support the new sheathing patch. Flu pipe will need an approved roof flashing, storm collar and cap. Take note that the chimney is exposed in the bedroom on the second floor so precautions in taking down brick level too low or dropping debris into the bedroom. Remove the molding on the rakes of the house. Cut back the excess roof sheathing flush with existing fascia. On the gutter line remove the fascia molding and cut the sheathing back so you can reconfigure the fascia to sit plumb. Eliminating the need to use gutter straps. There may be slight modification's converting the rakes to flow into the fascia. Fascia must be strong enough to support the weight of gutter with water in it. Remove existing shingles down to sheathing. Check over all the existing roof sheathing for any water damage, broken boards, and larger than 1/2 " gaps between sheathing replace as needed. If a sheath over is required a change order must be okayed by the Construction Officer before continuing. Patch the existing holes from the turtle/can vents. Remove the sheathing at the ridge per shingle over vent manufactures directions. Install ice and snow guard around the lower section of roof making sure to cover at least a 1 ft over top plate on the exterior walls below. Installed approved water barrier over the remainder roof. Install 30-year architectural shingles homeowners' choice of colors. New shingle over ridge vent. New plumber boots over the vents and split ring for the mast flashing. New 2" white style D roof edge. Permit required before work starts. Install white aluminum soffit panels and fascia over the modified rakes and over hangs. Completely incapsulate all exposed surfaces. Install new seamless white 6" gutters. Make sure the gutters have steady fall towards the downspouts. All downspouts must be connected with 1/4 " white sheet metal screws. Downs will need 2 wall straps per 8' of vertical run. Tail pipes must be of 4' and secured to the downs with hinged elbows. The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures. Submitted bid prices shall remain valid for 60 days after bid opening.
