The Borough of Palmerton will receive sealed Bids for the Alley "H" and Alley "J" Paving Project for the Borough of Palmerton. The project will consist of the reconstruction of Alley "H" and the overlay of Alley "J". The work for Alley "H" will include pavement saw cut- ting, excavation and pavement removal, subbase regrading and compact- ing, followed by the placement of a superpave asphalt base course, and then a superpave asphalt wearing course. The work for Alley "J" will in- clude pavement milling and roadway preparation, followed by a bituminous tack coat, a superpave asphalt leveling course, and a superpave asphalt wearing course. All project areas and roadway sections to be completed for this project will be contained within the existing Borough of Palmerton right-of-way areas. All work is anticipated to start in the Spring of 2025 and all work shall be completed by May 31, 2025. A certified check or bank draft, payable to the order of the Borough of Palmerton or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total Bid shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds in the amount of not less than one-hundred percent (100%) of the estimated amount. An acceptable surety company is anyone included in the latest issue of the U.S. Treasury Department Circular 570 listings and approved by the Pennsylvania Department of Insurance to do business in Pennsylvania Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Borough of Palmerton reserves the right to reject all or any Bids or parts thereof, and waive technicalities as it deems best in the interest of the Borough. Additionally, all unit price and total cost amounts must be completed on the bid sheet to be considered a complete bid. Bids may be held by the Borough of Palmerton for a period not to exceed forty-five (45) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract. All bids must be in a sealed envelope marked "Alley "H" & Alley "J" Paving Project" and "Attention: Autumn Canfield" All questions must be answered and the data given must be clear and comprehensive. This statement must be notarized. If necessary, questions may be answered on separate attached sheets. The Bidder may submit any additional information he desires. No oral interpretation will be made to any Bidder, as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Owner. Any inquiry received seven or more days prior to the date fixed for opening of Bids will be given consideration. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the office of the Owner and the office of the Professional at least five (5) days before Bids are opened
