The Project includes the following Work: Cleaning and televising of 8, 10, 12, and 18-inch sanitary sewer mains throughout the Borough`s collection system. This project will be done under one contract and completed in two separate phases. Approximately half of the sewer mains will be completed in the first phase in 2020. The second half will be completed in the second phase in 2021. In 2020 the western half of the Borough, with the dividing line being roughly 4th Street, is to be completed. The Borough will have the right to determine if adequate groundwater conditions exist to authorize the work to begin or continue. A pre-bid conference will not be held for this Project. A Bid must be accompanied by Bid security made payable to Owner in an amount of 10 percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Such Bid bond will be issued in the form included in the Bidding Documents. Default of Bidder occurs upon the failure of Bidder to deliver within the time required by the Bidding Documents (or any extension thereof agreed to in writing by Owner) the executed Agreement required by the Bidding Documents and any performance and payment bonds required by the Bidding Documents. The first phase of Work will be substantially complete by the number of days remaining in 2020 after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions. The second phase of Work will start in 2021 and will be substantially complete in 2021. The Borough of Palmerton hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
