New construction and renovation of an educational facility in Upton, Massachusetts. Completed plans call for the construction of a 672-square-foot, one-story above grade educational facility.

The project includes but not limited to obtaining permits, performing earthwork, installing concrete foundations and flatwork, the supply and installation of an approximate 24-ft x 28-ft (exterior dimensions) prefabricated steel building, the supply and installation of a sectional overhead door, metal doors and frames. All Mechanical, Electrical, and Fire Alarm (FA) systems work will be completed by Blackstone Valley Tech (BVT). The project consists of, but is not limited to, construction of a new vocational storage building at Blackstone Valley Regional Vocational Technical High School. The work includes concrete foundations, earthwork, the supply and installation of a prefabricated steel building, the supply and installation of a sectional overhead door, metal doors and frames, as outlined in the construction documents, in addition to all other work noted in the specifications and drawings. All Mechanical, Electrical, Plumbing (MEP), and Fire Alarm (FA) systems work will be completed by Blackstone Valley Tech (BVT). Key components include cast-in-place concrete, thermal and moisture protection, metal building systems, and door and window installations, as specified. If, at the time of the scheduled bid opening, BVT is closed due to uncontrolled events such as fire, snow, ice, wind, or building evacuation, the bid opening will be postponed to the same time on the next normal business day. Proposals must include ALL DOCUMENTS required by the Invitation for Bid. The Blackstone Valley Vocational Regional District School Committee reserves the right to accept or reject any and all bids, in part or in whole, at their sole discretion. The decision of the School Committee shall be final and binding on all bidders without recourse. Questions concerning this Invitation for Bid must be submitted through online no later than Friday, December 6, 2024 at 5:00 P.M. A. The bid deposit must be in the form of a certified, treasurer's or cashier's check from a responsible bank or trust company payable to the awarding authority; cash; or a bid bond from a surety company, payable to the awarding authority. The bid security shall be in the amount stated in the invitation for bid. The bid security shall be sealed in a separate envelope from the bid and then attached to the envelope containing the bid. All bid securities except those of the three lowest responsible and eligible bidders will be returned within five days, Saturdays, Sundays, and legal holidays excluded, after opening of the bids. All bid securities will be returned on the execution of the agreement or if no award is made, within forty-five (45) Days, excluding Saturdays, Sundays and legal holidays after the actual date of opening of the bids, unless forfeited under the conditions herein stipulated. Bid bonds shall be retained by BVT. B. In case a bidder to whom a contract is awarded shall fail or neglect to execute the contract and furnish the satisfactory bonds within the time specified, BVT may determine that the bidder has abandoned the contract, and thereupon the bid forms and acceptance shall be null and void and the bid security accompanying the bid form shall be forfeited to BVT as liquidated damages for such failure or neglect and to indemnify said BVT for any loss which may be sustained by failure of the bidder to execute the contract and furnish the bonds as aforesaid, provided that the amount forfeited to BVT shall not exceed the difference between the bid price of said bidder and that of the next lowest responsible and eligible bidder, and provided further that, in case of death, disability, or other unforeseen circumstances affecting the bidder, such bid security may be returned to the bidder. After execution of the contract and acceptance of the bonds by BVT, the bid security accompanying the bid form of the Awarded Bidder will be returned. 4.0 PERFORMANCE, PAYMENT AND OTHER BONDS A. For any bid over $50,000 up to to $150,000, the Awarded Bidder must furnish a fifty percent (50%) payment bond, of a surety company qualified to do business under the laws of the Commonwealth and satisfactory to BVT, for fifty percent (50%) of the sum of the contract price, the premiums for which are to be paid by the Awarded Bidder and are included in the contract price. B. For any bid over $150,000, the Awarded Bidder must furnish a one hundred percent (100%) payment bond and also a one hundred percent (100%) performance bond, each of a surety company qualified to do business under the laws of the Commonwealth and satisfactory to BVT, and each in the sum of the contract price, the premiums for which are to be paid by the Awarded Bidder and are included in the contract price. C. All required bonds shall be furnished prior to execution of the contract.
