The deadline to ask questions is 12/13/2024 12:00 PM CST The project within this document is generally described as: This project shall provide for the removal and replacement of existing sanitary sewer manholes along the east side of U.S. Highway 96 right of way line from Pine burr Street to Horn Road. Proposed manholes shall consist of 48-inch and 60-inch. Contractor shall pre-televise existing 6-inch sanitary sewer lines from manhole to manhole. Contractor shall also pipe burst existing 6-inch sanitary sewer lines with 10-inch DIPS DR-17 (I.D. 9.761-inch) HDPE and reconnect all service connections. Contractor shall haul off all excavated material and construction debris at no additional cost to the Owner. Contractor shall replace and/or repair any damages caused by Contractor's operations and shall seed or sod for final stabilization of disturbed areas. The work shall be performed along the shoulder of U.S. Highway 96 and requires a Traffic Control Plan approved by TxDOT. Contractor shall be solely responsible for notifying 811 and coordinating with all utility owners for this project. The Contractor shall perform a post television inspection on the gravity lines indicated in the construction plans from manhole to manhole. The Contractor shall submit the recordings to the Engineer and Owner for review. The Contractor will field verify all existing utilities and make the necessary bypasses that conflict with the proposed manhole replacements. Utilities such as water lines, drainage culvert & drainage structure, sewer force main and gas line will be in the immediate area of the manhole replacement. The Contractor shall replace all utilities that are removed during manhole construction. The existing asphalt pavement shall be sawcut (prior to removal), and replace with HMAC Type-D PG Binder 64-22 as needed in order to reconstruct the sanitary sewer manholes. Excavation of roadway and road base, and replacement of road base and HMAC will not be paid for directly and shall be considered subsidiary to other bid items. This contract shall include all necessary superintendence, labor, materials, equipment, tools, piping, field jointing, cleaning, painting, grouting, excavation, groundwater management, trenching, shoring, fill, grading, backfill, surface restoration, testing, clearing, hauling and disposal of excess select soils, and incidental items necessary for the construction of the proposed facilities as shown in the plans and documented in the specifications. Prior to the start of construction, the Contractor shall submit a construction schedule to the Engineer detailing his anticipated activities with estimated dates for the completion of each activity and section. The Contractor shall provide a minimum of two (2) weeks' notice to the Engineer prior to the beginning of the work at each individual site and prior to taking any portion of the operations of the existing sites out of service. The Contractor is responsible for the restoration of all disturbed surfaces, including pavement and rock driveways. All surfaces shall be returned to original condition or better. This includes streets, road surfaces, and ditches in and around the project area within the surrounding neighborhoods. The contractor is advised to create a video of all streets that might be traveled by his operators in route to any part of the project, prior to the start of construction to document existing street conditions. The Contractor shall be responsible for the startup and testing of each system embraced in this Contract. All systems shall be demonstrated to be functioning at design conditions prior to being considered complete. Where requested or required by the Engineer, the Contractor shall submit test data and certify in writing that the systems tested performed as required by the plans and specifications at design conditions. The right is reserved by the LMUD, as its interest may require, to accept or reject any or all bids, and to waive any informality in the bids received. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other purpose. Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the LMUD; or 2) bank money order; or 3) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted in duplicate. Bids may be held by the LMUD for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders qualifications prior to the contract award. Upon award, the successful bidder will be required to furnish payment and performance bonds.
