City of Roseburg is requesting sealed statements of qualifications (SOQ) from qualified persons to provide engineering services for the City of Roseburg's Five-Year Water Transmission Main Replacement Program. More specifically, the applicant shall provide engineering, surveying, design, preparation of construction documents, and construction management services for phases 4 and 5 of a 24-inch Ductile Iron Transmission Main on NE Stephens Street between NE Newton Creek Road and NE Garden Valley Boulevard, an approximate distance of 6,600 lineal feet, to be designed and constructed in two phases. Phase 4 is estimated to be 3,600 lineal feet from NE Newton Creek Road to NE Emerald Drive and phase 5 is estimated to be 3,000 lineal feet from NE Emerald Drive to NE Garden Valley Boulevard. No oral clarification will be binding on the City. The City will be bound only by this RFQ and any written addendum issued hereunder. Award and Execution of Contract 90 days after Solicitation Closing. The City reserves the right to reject any and all SOQs received as a result of this RFQ, to waive any irregularities and to accept the SOQ deemed to be in the best interest of the City. Preparation and submission of a SOQ is at the proposer's sole risk and expense. The method of Contractor Selection has not been Determined at this time.
