Site work for a communication facility in Roseburg, Oregon. Completed plans call for site work for a communication facility.

Upgrade of existing microwave antennas, waveguide, and dehydrators with new hardware to ensure continued service, to verify performance of Aviat microwave radio system, and to update FCC licenses. Install microwave antennas and waveguide on new tower and remove like equipment from existing tower. Design, procure and install new ice bridge from existing shelter to new tower. Procure and install new entry panel for the shelter. Install new RF antennas, antenna stand-offs, and transmission line on new tower. Remove existing RF antennas and transmission line from existing tower. Proposals shall be accompanied by a certified check, cashier's check, irrevocable letter of credit, or bid bond in an amount equal to ten percent (10%) of the total amount of the Proposal Price (without regard to Alternates). A bond must be issued by a responsible surety company licensed to do business in the State of Oregon. A bond and an irrevocable letter of credit must be valid for not less than 60 days from the date Proposals are opened. The Board of Commissioners will not consider a Proposal unless the Proposer, or a contractor engaged by the Proposer to perform the Work, is registered with the Construction Contractor's Board. Proposers shall comply with the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rates) and the DavisBacon Act (40 U.S.C. 3141 et seq.) and shall pay the higher of the applicable state or federal prevailing rate of wage to all workers on the Project. Each Proposal must contain a statement as to whether the Proposer is a resident bidder, as defined in ORS 279A.120. The Project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. Proposers are not required to submit prequalification application. The Douglas County Board of Commissioners reserves the right to reject any or all Proposals, to waive technicalities, and to award the contract to the highest scoring responsive responsible Proposer. The Douglas County Board of Commissioners may reject any Proposal not in compliance with all prescribed public contracting procedures and requirements, including the requirement to demonstrate the Proposer's responsibility under ORS 279C.375(3)(b), and may reject all Proposals upon a finding that it is in the public interest to do so.
