This project will extend connectivity to the West Main Street corridor, linking the River District with Ballou Park's trails and the River Walk Trail. When the former filtration plant was in operation, the filtration plant drew between 10-16 million gallons of water daily from the Dan River to use in the Dan River Mills bleachery. Since the closure, the filtration plant has remained vacant. In its current condition it is underutilized in its prime location along Memorial Drive, and could serve as an asset and connection point from the Dan River, Robertson Bridge, and Riverwalk Trail to the Schoolfield neighborhoods and beyond. Caesars Virginia property plans include a 320-room hotel and worldclass casino gaming floor with almost 1,500 of the most exciting slots, 79 table games, 48 electronic table games, WSOP room, and Caesars Sportsbook. The resort will also feature a full-service spa, pool, upscale bars and lounges, and a variety of dining options. The excitement continues in the 2,500-seat live entertainment theater, and over 50,000 square feet of meeting and convention space. The Filtration Plant creates a new immersive natural experience that is framed by adaptive reuse of the historical brick and concrete structure in conjunction with recreational and educational amenities and trails. It allows adaptive reuse of a historical site in conjunction with recreation, education, and unique concepts. o 22,534 square feet o Urban Enterprise Zone Utility Data o Electric: 12.47 KV - ~5 MW o Natural Gas: 8" main - 100+ DTH/hr o Water: 16" main - 1 MGD The property is served by water, wastewater, electric, broadband, and gas and is in a designated Enterprise Zone. These designations may qualify the project the opportunity to take advantage of any federal, state, and local grants based on qualified capital investments. In 2022, the IDA held community input sessions regarding the future of the School field District. Price, technical recommendation, and other factors considered such as delivery time, quality, operating and maintenance cost, service, resale value, etc. 2.1.2 The IDA and the City reserves the right to reject any or all offers and to waive informalities and minor irregularities in offers received. 2.1.3 For a general outline of how proposals will be evaluated, please see section 2.0 at the end of this document 2.1.4 The Review Panel will review each RFP. The evaluation will be based on information submitted and any related information that staff may discover in analyzing or verifying information submitted in the response or subsequently requested. Based on this evaluation, the Review Panel will determine whether the applicant is qualified and suitable for next steps toward an award. However, the IDA and the City of Danville, in their sole discretion, reserves the right to request additional information from respondents; to issue the RFP at a later date or to enter directly into an Exclusive Negotiating Privilege with a qualified respondent. 2.1.5 Official notice of award will be sent by email to the address and contact person listed on the proposal. Notice of Intent will be posted to the City of Danville website and eVA once a selection has been made
