The California Department of Food and Agriculture needs a contractor to perform HVAC services in Los Angeles and Los Alamitos. The Services shall be performed in Orange County, California and in Los Angeles County, California. There are two work locations under this contract. Work Location 1 (42 trailers) CDFA Medfly Preventive Release Program Office 3802 Constitution Avenue, Los Alamitos, CA 90720 (On Joint Forces Training Base, Los Alamitos (JFTB)) Work Location 2 (1 trailer) CDFA Hawthorne/LAX Detection Trapping Office 11514 Felton Avenue, Los Angeles, CA 90045 (On Caltrans property beneath the 105-freeway overpass) Introduction : The California Department of Food and Agriculture's (CDFA) Pest Detection/ Emergency Projects Branch is responsible for early detection and prompt eradication of serious agricultural pests from California. The primary goal of the emergency project component is to quickly and efficiently eradicate incipient infestations of serious agricultural pests, therefore preventing the permanent establishment and subsequent spread of invasive insects in California. This is accomplished in part through work performed at the Branch's Los Alamitos and Los Angeles field offices. One of the primary functions of the Los Alamitos office is the production of sterile fruit flies which require that heating, ventilation and air conditioning (HVAC) systems consistently function properly to maintain optimal environmental conditions within the incubation and chilling spaces. If these systems fail, there is a significant risk that tens of millions of flies will be adversely affected and likely perish. The loss of flies is not only costly, but it increases the potential for fruit fly establishment and spread. In addition, CDFA is responsible for providing field office personnel with healthy and safe work environments. This includes providing operational HVAC systems capable of controlling and maintaining indoor air temperatures within the range of human comfort and limiting the accumulation and distribution of airborne particulates within interior workspaces. Due to these factors, a timely response to service requests is essential. Post Questions and Answers by 5:00 PM PT January 21, 2025 The term of this contract is March 1, 2025 or upon final/Department of General Services/Office of Legal Services (DGS/OLS) approval, whichever is later, through February 28, 2026 This IFB has participation goals for the Disabled Veteran Business Enterprise (DVBE) Program of three (3%) percent of the total bid cost. Bidders must meet the DVBE requirements in order to be considered a responsive bidder and be considered for contract award. Failure to meet the three (3%) percent minimum will result in your bid being rejected. A copy of the DGS DVBE Certification letter must be included with your bid. The CDFA reserves the right to reject all bids. The CDFA is not required to award an agreement.
