Site work for a civil project in Newport, Washington. Completed plans call for site work for a water / sewer project.

As of January 17, 2025, this project has not yet been awarded. A timeline for award has not yet been established. This project will address deficiencies identified during a Washington State Department of Health Sanitary Survey that was conducted at the Pend Oreille County Park, located at 318341 Hwy 2 Newport, WA 99156, as a process of owning & operating a Group A water system. A.It is the intent of these specifications to describe materials and labor requested for the Pend Oreille County Park Water System Improvements 2025 Project in general detail and to secure sealed bids on the labor and materials used in such. Any variance from the specifications or standards described in the Technical Specifications Page, must be clearly pointed out in writing by the contractor and submitted on a separate sheet. B. Quantities: The County does not bind itself to purchase the full estimated quantities. The quantities shown as estimates are not exact and are given for the purpose of comparing bids on a uniform basis. Payment will be made only for quantities ordered, delivered and accepted, or work actually performed, whether greater or less than the requested amounts or quantities requested. The County reserves the right to delete any item requested work phase shown. C. Timeline: Work start date shall be coordinated with the Parks & Recreation Director. Work shall diligently proceed once started and not stop until completed, despite the existence of any dispute unless stoppage is requested by County. The project shall be fully completed by 04/15/2025. The project contractor is responsible for the protection of the work area during periods of inclement weather. D. Right to Reject/Accept: The County reserves the right to reject any or all Bids, waive any minor irregularities or informalities or accept any bid which would be in the best interest of the County and will not necessarily be bound to accept the low bid if the low bid is not from a responsible bidder. E. Evaluation of Bids: The County shall evaluate bids on an overall cost associated with the contractor's bid. G. Changed Conditions: Any proposed changes in this contract scope shall be submitted to the Pend Oreille County Engineer. If approved, the County shall issue a written change order. Any oral statement or representation changing any of these terms or conditions is specifically unauthorized and is not valid. The following scope of work identifies the tasks to be completed and approved methods of such. The Contractor shall dispose of all non-repurposed and/or replaced materials, with the exception of the existing pressure tank and well pump. The existing tank and pump shall remain property of Pend Oreille County. The work site shall remain in a neat and orderly manner during the entire project. The contractor shall maintain general park access during all phases of work, including any snow removal necessary to access the work site. Working hours shall be Monday-Friday 6am-4:30 pm. A restroom facility can be provided for the Contractor's use. Existing System Overview The existing undocumented well and appurtenances are contained inside a 4' diameter concrete vault with metal lid. There are two distribution legs. One leg services the equestrian area and the other services the remainder of the facility. Project Scope (includes all items) Item 1-Raise existing well casing a) Remove existing heater and appurtenances within the vault b) Remove existing pressure tank c) Remove existing well pump d) Remove existing vault structure and lid e) Determine appropriate final grade f) Extend well casing 18-24" above final finish grade using matching casing size and gauge g) Provide and install Sanitary Well Cap h) Construction of suitable well surface seal for casing extension, including backfill and compaction of vault void Item 2-Documentation of existing well bore/casing a) Provide a video record of the existing well and b) Create an updated well log and file with the Washington State Department of Ecology Item 3-Provide and install new water delivery system a) Install pitless adapter in existing casing. Depth to be 60" below finish grade elevation and tie-in to existing system service lines/new meter shall be field fit. b) Install new 2 HP constant pressure, variable speed well pump. Contractor to supply pump manufacturer and specifications with bid. Pend Oreille County will review submittal and approve if acceptable. c) Install a new in-bore pressure tank. Contractor to supply tank manufacturer and specifications with bid. Pend Oreille County will review submittal and approve if acceptable. Item 4- Power supply and pump control system a) Install new power supply and pump control system within allowable distance of the existing service pole, meter socket and disconnect. Components shall be encased in weather tight boxes and if required, work shall be completed by a licensed electrician or person allowed by State law to perform such connections. This work phase may require permitting and will be the responsibility of the contractor to obtain. Item 5- System metering and sampling a) Install a sanitary frost-free hydrant between well head and flow meter b) Install in-ground vault and flow meter c) Install curb stop valves (quantity 2) and risers on both distribution legs. Item 6- System documentation a) Provide an as-built drawing of system upgrades, including both a plan and profile view. Drawing shall be to scale and submitted in both digital and binder format. Bids and modifications received after the exact hour and date specified for receipt of Bids will not be considered (i.e. if bid was due, any documents received after time will be rejected) Pursuant to RCW 36.32.250, the Contractor shall provide one of the following: Bid bond (surety bond), cashier's check, certified check, postal money order or cash for 5% of the total bid price submitted, including tax. RCW 39.08.010 requires the County's public works contracts to have performance and payment bonds The performance bond must be in the amount of 100% of the contract's value and must be payable to the State of Washington. The payment bond must be in the amount of 100% of the contract value and must be payable to the State of Washington.
