As of August 21, 2025, this project is in design development. A general contractor has been selected. Construction is expected to start April 2026. *Previous solicitation listed below for reference:* The City is seeking professional engineering and technical services for design, right-of-way, and potentially, construction management of required street, multi-modal, storm drainage, rail grade excavation, and other improvements on an existing unopened/unimproved right-of-way alignment between Street and Sapp Road. Project elements include: o Roadway design for a Complete Streets standard to include subgrade, HMA, shared-use path, and sidewalk improvements. o Unsignalized intersection improvements. o Stormwater improvements. o Excavation of remaining RR grade o Street lighting o Right of way acquisition as required. Design Services will include: o Preparation and submittal of intermediate (30%, 60%, 90%) and final design documents including drawings, specifications, and detailed cost estimates. o Coordinate required BNSF review and approvals. o Relevant analysis, studies, and reports. o Survey services for design. o Preparation of permit-related documentation as required by regulatory agencies. o Right of way services, if required. o Assistance in bidding and selection of construction contractor. o Construction phase engineering support (post-design services). o Full construction management services, if required. The schedule that has been proposed by the City includes starting the preliminary engineering design and permitting in March of 2025, completing final design and permitting in December 2025; construction anticipated in April/May of 2026.
