Demolition, site work, renovation and addition to a fire / police facility in Middlefield, Connecticut. Conceptual plans call for the addition of a fire / police facility; for the demolition of a fire / police facility; for the renovation of a fire / police facility; and for site work for a fire / police facility.

The Town of Middlefield, CT (the "Town") seeks the services of qualified professional firms for the pre-construction (including design), the construction phase, and closeout phase for a new 22,000 SF, addition and alteration to the Middlefield Public Safety Facility located at 406 Jackson Hill Road, Middlefield CT, 06455 which is owned by the Town of Middlefield (the "Project"). The Town anticipates that it will retain a design-build firm to design and construct the Project. The Town is the recipient of a certain grant from the State of Connecticut Department of Emergency Services and Public Protection (the "Grant"). The Grant is attached hereto as Attachment 3. The Grant requires certain obligations from the Town to the State of Connecticut and the Federal Government and requires that the Town comply with applicable laws and regulations. The Grant shall be incorporated by reference into the Agreement and the respondent shall owe to the Town all duties and obligations and shall be bound by the same duties and obligations, laws and regulations that the Town owes to the State of Connecticut and the Federal Government. The Town shall also have all rights and remedies against the Owner's Representative that the State of Connecticut and the Federal Government may have against the Town. The Town and its Public Safety Facility Building Committee wishes to retain an Owner's Representative to establish and coordinate lines of communication among design and construction team members, legal services, required consultants, and the Town. The Owner's Representative will aid the Town and its Public Safety Building Committee during the completion of the design documents, approval process with Town regulatory agency, construction documents, and assist in coordinating integral construction components of the Project. Working with the Town and its Public Safety Facility Building Committee, the Owner's Representative will help facilitate and manage the procurement, design and construction process. At the time of this proposal request, the design and construction scope of work for this Project is going through the solicitation phase to select the design-build team for the Project. To assist in the preparation of the response to this RFQ/P, conceptual plans and program documents prepared by Kaestle Boos Associates Architects along with the budget as prepared by Gilbane Building Company, are attached to this RFP as Attachment No. 1 and Attachment No. 2. The Project is anticipated to start in the late Spring/early Summer of 2025and is expected to be completed in 14-18 months. If necessary, the Owner's Representative will assist the Town to have the design-builder, and other design consultants as may be necessary to complete additional documents for budgeting, approvals, and for construction. During the construction phase, the Owner's Representative will monitor and oversee the progress of the Project and review quality of construction and assist the coordination of Owner's vendors during the construction and commissioning of the Project.
