Site work and renovation of a water / sewer project in Middlefield, Connecticut. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project consists primarily of improvements to the Brookside Drive Wastewater Pump Station, including complete replacement of the wastewater pump system, pumps, control panel and associated piping, valves, internal air piping, electrical work and appurtenances. Three bid add alternates include a manual electrical transfer switch, complete replacement of the air blowers motors and control panel, and replacement of the section of force main pipe and seal that passes through the pump station wall with connection to the exterior force. Bids must be accompanied by a Bid Bond in the amount of five percent of the Bid. The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price. The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-53 of the Connecticut General Statutes. The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 SpecialSession Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (DAS) under the provisions of CONN. GEN. STAT. 4a-60g. (25% of the total ate-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with and S-certified Minority-, Women-, and/or Disabled owned Businesses.) The contractor must demonstrate od faith effort to meet the 25% set-aside goals. The Contract Documents require affirmative action of the Contractor and any subcontractors to ensure equal employment opportunity as noted in Governor's Executive Orders 3 and 17. The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be permanently incorporated in the Work. These taxes shall not be included in the Bid. Unless provided for by the Instructions to Bidders, no Bid may be withdrawn until ninety (90) days after the Bid Opening. The Town reserves the right to: reject any or all Bids; waive informalities or defects in Bids; make extensions to review Bids; and accept the Bid(s) that, in the Towns judgment, will be in its best interests.
