The Design/Build (DB) services shall include a design and pre-construction phase, a construction phase and a warranty phase. During the design and preconstruction phase, the DB will prepare cost estimates and cost evaluations, value engineering recommendations, design analysis, constructability reviews and technical input on methods of construction, materials, details, bidding formats and types of bidding packages. DB shall also develop and maintain a master project schedule. The design and pre-construction phase will also require the DB to acquire all necessary permits, with any incurred permit fees to be reimbursed to the DB without markup or paid directly by the Owner. During the construction phase, which includes any previously awarded early bid packages, DB will be responsible for methods of construction, safety programs, general conditions, prequalification of potential subcontractors and bidding of all work, certification of work in place and monthly paymentrequests, coordination and scheduling of all work of all construction contracts and miscellaneous contracts required for the completion of the project within the predetermined budget and schedule. DB will assist Owner in management and administration of the project except that the Owner shall retain complete contractual control of all prime DB contracts, project funds, and disbursements.
