The City of Canton (herein referred to as the City) is requesting proposal submissions from qualified vendors to provide construction services for the Right of Way Maintenance of City owned Streets. The Request for Proposals (RFP) describes the services in general that require scope of services, the selection process, and the minimum information that much be included with the proposal. Failure to submit information in accordance with the requirements and procedures listed herein may be cause for disqualification. Questions and Clarifications Any questions regarding this RFP must be submitted by e-mail to the person listed below no later than the date indicated on the Calendar of Events as listed on the cover page of this RFP. Every request for such interpretation should be in writing, submitted by e-mail, contain the RFP# as indicated on the cover sheet within the subject line of the e-mail. To be given consideration, questions must be as an Addendum to the RFP. No interpretation or clarification of the meaning of the instructions or scope of services will be made orally except for general information that does not require clarification. All clarifications and any supplemental instructions will be posted on the City of Canton website. Firms should periodically check the website for updates to this Request for Proposals. SCOPE OF SERVICES The City of Canton is seeking quotes from qualified firms that can fulfill right of way maintenance for City of Canton Streets. The work areas are generally defined by city streets, city medians, and landscape areas. No work will be performed on private property. The following narratives generally describe the specific Work Tasks and Frequency. Note that work tasks and frequency may vary within each city street segment or segments and landscape areas. The "work task narratives" are described in the following: Right of Way Mowing: Work Tasks Right of Way mowing work will be performed within City's right of way unless otherwise specified by the Public Works Director or his representative. Except as otherwise noted on the Exhibits or Spreadsheets, mowing areas are generally described as follows: 1. Local roads - the maximum cut width and overgrowth removal shall be with the city owned right of ways. 2. Mowing of Bermuda, zoysia or fescue along commercial or residential properties within right-of-way unless the homeowner or commercial owner maintains the right-of-way which in this case mowing will not take place by the city's contractor. Cut depth shall be consistent with the grass areas on private property for any individual parcel. 3. Mowing will also occur in possible landscape areas as needed. 4. Includes trimming at all signposts, fences, or other structures within the ROW. 5. Overgrowth vegetation shall be removed from all signposts, fences, guardrails or other structures within right-of-way. 6. Mowing height shall be no greater than 2 inches when applicable. 7. Pick up of trash shall occur before each mowing operation. Additional trash pickups, if applicable, are identified in the work task and frequency spreadsheets. 8. Sidewalks, curbs, and other hard surfaces shall be kept free of leaves, litter, grass clippings, and debris resulting from mowing. The use of power blowers is acceptable; however, accumulations of debris must be removed from the site and not blown unto adjacent property, street surfaces, fence lines, or plant areas (rough of bedded). No trash, debris or plant material shall be blown or deposited into curb/gutters or storm drains by the Contractor. If plan material or debris is deposited into the curb/gutter or storm drain during mowing/trimming operations, the Contractor will remove it immediately by hand or mechanical means at no cost to the City of Canton. Trash and Debris Trash and debris and miscellaneous services will be performed within city and state right-of-way on the specified city street unless otherwise specified by the Director or his representative or as otherwise noted on the spreadsheets. Trash and misc. Debris is defined as any organic or inorganic material that can readily be picked up by hand or mechanical device. NOTE: The contractor shall provide the City of Canton the number of bags or the weight of all trash removed on a bi-weekly basis. C. Maintenance of Hard Surfaces: Sediment and other material shall be removed from the curb line, catch basin inlet or gutter, concrete surfaces and pavers, island areas and sidewalks. Vegetation in sidewalks, pavers, curbs, gutters, and other hard surfaces can be removed by hand or through the use the use of an approved herbicide chemical. Edging/trimming will include along wall, fences, foundations, behind curbs, sidewalks, paths, shrubs, guardrails, tree trunks, poles or other objects or structures within or bordering the mowing area within state or City Right-ofway. The sidewalks, curbs, and other hard surfaces shall be kept free of leaves, litter, grass clippings and debris resulting from edging/trimming activities. The use of power blower is acceptable, however, accumulations of debris must be removed from the site and not blown unto adjacent property, street surfaces, fence lines or plant areas (rough or bedded). Locations that require any herbicide treatment shall be treated by the city. Any locations that require this treatment can be added to the bi-weekly report by contractor for request. D. Equipment Each bidder/contractor must supply an equipment list that will be used on this project. E. Changes: In the event a contract is awarded, the City may at any time during the contract periods make changes within the general scope of the contract and it technical provisions. If any such changes cause any increase or decrease in the Contractors cost of performing any part of the contract, an equitable adjustment shall be made in the contract price, or in the time of performance, or both, and a written agreement of such adjustment shall be made prior to proceeding with additional services. No additional service shall be performed until written authorization is received from the City. Nothing in this clause shall excuse the contractor from proceeding with the performance of the contract in accordance with its original terms and conditions and any approved changes. F. The work required will be measured separately for payment unless otherwise specified. Payment for the items listed in the bid form, complete and accepted, will be made to the contactor based on the unit prices. Partial payments will be made on monthly statements based on a percent complete basis. Upon receipt and acceptance of the certification letter, final payment will be made. G. Termination of Contract: In the event that any of the provisions of this contract are violated by the Contractor, or by any subcontractors, the Owner may serve written notice upon the Contractor and the Surety of its intention to terminate the contract. Such notices shall contain the reasons for such intention to terminate the contract. If within ten (10) days after such notice upon the Contractor, such violation or delay has not ceased or a satisfactory arrangement of corrections have not been made, the contract shall, upon the expiration of said ten (10) days, cease and terminate. In the event of any such termination, the Owner shall immediately serve notice thereof upon the Surety and shall have the right to take over and perform the contract; provided, however, that if the Surety does not commence performance thereof within ten (10) days from the date of the mailing to same to complete by Contractor or by force account and at the expense of the Contractor, the Contractor and his Surety shall be liable to the Owner for any excess cost occasioned the Owner thereby, and in such event the Owner may take possession of and utilize in completing the work, such materials, appliances, and plant as may be on the site of the work and necessary therefore. H. Contract Period The term of contract shall be a period of seven (7) months beginning April 1,2025 and ending on November 1, 2025. This contract may be extended on (1) or more additional year if both partied concur. The Owner reserves the right to reject any or all bids, to waive informalities and re-advertise. The contract may be terminated by the City of Canton at its sole discretion within a 10 day written notice. Written notice may also take the form of an email.
