The Town of South Windsor is accepting sealed proposals for the daily collection, transportation and disposal of municipal wastewater sludge from the Town's Wastewater Treatment Facility. Each contractor must deposit with their proposal security in the form acceptable to the Town in the amount of not less than ten (10) percent of the Total Base Proposal Price, as provided for in the Information for Submittal of Proposals. No proposal may be withdrawn for forty-five (45) days, Saturdays, Sundays and Holidays excluded after opening of proposals. The Town of South Windsor reserves the right to waive any informalities and to reject any or all proposals. The right is reserved to accept any proposal deemed to be in the best interests of the Town of South Windsor. Question Deadline 02/09/2025 Any request from prospective Bidder for interpretation of the meaning of Contract Drawings, Specifications, or other Contract Documents shall be made, in writing, to the Superintendent of Pollution Control, Town Hall, South Windsor, Connecticut, and to be given consideration, must be received at least four (4) days prior to date fixed for opening of proposals. Interpretations will be made in the form of written Addenda to Contract Documents, which Addenda shall become a part of the Contract. Not later than two (2) days prior to date fixed for opening of proposals, written addenda will be posted electronically. The Bidder shall be responsible to attain any posted addenda. Failure of any Bidder to receive such Addenda shall not relieve Bidder from any obligation under his proposal as submitted. The Town also reserves the right to reject any and all Bids, for any reason the Town deems advisable, and to award the Contract to any of the Contractors bidding on work regardless of the amount of Bid. It is intended that the Contract will be awarded to the lowest responsible and qualified Bidder (or Bidders) possessing skill, ability and integrity necessary to faithfully perform the work as determined by the Town. The successful bidder, upon his failure or refusal to execute and deliver the contract and bonds required within ten (10) business days after he has received the Notice of Award, shall forfeit to the Town, as liquidated damages for such failure or refusal, and not as a penalty, the security deposited with his bid provided that the amount of the security which becomes the property of the Town shall not exceed the difference between his bid price and the bid price of the next lowest responsible bidder The contract shall cover a one-year period from July 1, 2025 to June 30, 2026
