Reconstruction of Dart Hill Road In general, the work to be performed under this contract is for the full depth reconstruction of approximately 5,900 feet of Dart Hill Road. This includes installation of new drainage pipe, catch basins and manholes, excavation and removal of the existing pavement and base material down to the subgrade as shown on the plans, installation of new processed aggregate base material, 2 lifts of new HMA pavement, bituminous curb, concrete sidewalks, pavement markings, repaving driveway aprons, cutting, filling and grading roadside slopes, and installing topsoil and grass seed on all disturbed roadside areas. State law requires a minimum of twenty-five (25%) percent of the state funded portion of this contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of Conn. Gen. Stat. 4a-60g. (25% of the total State funded value with DAS certified Small Business Enterprises (SBE), and 6.25% of the total State funded value with DAS certified Minority, Women, and/or Disabled-owned Businesses (MBE, WBE, DisBE). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15- 5. An Affirmative Action Plan must be filed with and approved by the Commission on Human Rights and Opportunities prior to the commencement of construction. The Town of South Windsor, Connecticut reserves the right to reject any or all bids submitted in response to this Invitation to Bid.
