Trenchless Sanitary Sewer and Manhole Rehabilitation on-call Services The WPCF was upgraded in 2010 with a design flow of 3.75 MGD and has an average daily flow of 2.5 MGD. The staff operates and maintains 11 pump stations, 4.5 miles of force main and 130 miles of sewer. The treated wastewater is discharged to the Connecticut River. The purpose of the Request is to competitively establish an on-call contractor(s) to rehabilitate pipes and manholes in the street or off road rights of way. As part of the Town of South Windsor's Water Pollution Control Department's asset management plan the Town is identifying pipe segments and manholes in need of rehabilitation utilizing Cured-in-Place Pipe (CIPP) and other rehabilitating techniques to improve the structural integrity and to stop or prevent inflow and infiltration. In general, pipe diameters range is sizes 8" to 42" and consist of varying materials such as Cast Iron Pipe (CIP), Ductile Iron Pipe (DIP), Polyvinyl Chloride (PVC), Truss (reinforced plastic pipe), Vitrified Clay pipe (VCP), and Vitrified Tilt Pipe (VT). The standard manhole dimensions have a 24" opening with a 48" diameter interior and range in depths of 4 feet to 20 feet. The standard manhole construction material in precast concrete. The size and material of pipe and manholes that require rehabilitation may differ from what is described. The Contractor is expected to use Best Management Practices for each situation. This contract will be effective at the signing date and continue until June 30, 2027. The Town may choose to extend this contract for an additional two years. In general the work to be performed under this contract shall consist of the rehabilitation of sanitary sewer and manholes with cured in place pipe (CIPP), point repairs, grouting, masonry construction, and epoxy coating. All bidders are encouraged to familiarize themselves with the construction sites. The Town of South Windsor, Connecticut reserves the right to reject any or all proposals submitted in response to this Request for Qualifications. The Town reserves the right to waive any informality, defect or irregularity in any or all Submissions if such action is in the best interests of the Town.
