In general, the work to be performed under this contract is for the full depth reconstruction of approximately 750 feet of Kennedy Road. This includes installation of new drainage pipe, catch basins manhole tops, excavation and removal of the existing pavement and base material down to the subgrade as shown on the plans, installation of new processed aggregate base material, 2 lifts of new HMA pavement, bituminous curb, pavement markings, repaving driveway aprons, cutting, filling and grading road side slopes, and installing topsoil and grass seed on all disturbed roadside areas, State law requires a minimum of twenty-five (25%) percent of the state funded portion of this contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of Conn. Gen. Stat. 4a-60g. (25% of the total State funded value with DAS certified Small Business Enterprises (SBE), and 6.25% of the total State funded value with DAS certified Minority, Women, and/or Disabled-owned Businesses (MBE, WBE, DisBE). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The Town of South Windsor, Connecticut reserves the right to reject any or all bids submitted in response to this Invitation to Bid. The Town reserves the right to waive any informality, defect, or irregularity in any or all bids if such action is in the best interests of the Town.
