Site work and paving for a mixed-use development in Marion, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The general nature of the work on which bids are requested is: 7,673 SY of pavement removal, 7,881 SY of 7" PCC pavement, 417 SY 4" PCC Sidewalk, 2,064 LF of 8" PVC Truss Sanitary Sewer, 6 Sanitary Sewer Manholes, 1,409 LF of 8" PVC Water Main, 687 LF of 15" RCP Storm Sewer, 21 Storm Sewer Intakes, and miscellaneous related work and appurtenances in accordance with the contract documents. Doc Note - The plans and specifications are now on file in the office of the City Clerk. Copies thereof may be obtained at the office of the Engineering Department. One set of bidding documents for the above project is available without charge to prospective bidders, i.e. qualified general contractors and subcontractors. A $20.00 fee will apply to additional sets and to bidding documents requested by other than prospective bidders as defined herein. A fee for shipping will also be included and is due prior to shipping. The City of Marion Engineering Department is the only authorized source of bidding documents and proposal forms. Bidding documents and proposal forms obtained from any other source may have an incomplete set of documents. Bidders using bidding documents and/or proposal forms not obtained from the City of Marion Engineering Department are advised to contact the City of Marion Engineering Department to provide a contact name, mailing address and phone number to enable receipt of necessary addenda. Reproduction of these documents without the express permission of the City of Marion is prohibited. Work on Stage 1 shall commence no earlier than June 9, 2025, and no later than June 16, 2025, and be completed within 85 working days. Liquidated damages in the amount of $500.00 per working day will be assessed for work not completed within this time. There is no maximum liquidated damages amount associated with the completing of Stage 1. Engineer's Estimate: $1,966,150.40 Stage 1 includes a Milestone 1 completion date of August 15, 2025. Milestone 1 includes completing all work listed under Stage IA in the J Sheets of the project plans. Final topsoil and seeding work may be installed after this milestone date when favorable conditions allow but that work must be completed within the over rall working days allowed for Stage 1. Liquidated damages in the amount of $500.00 per calendar day will be assessed if all work within Milestone 1, as stated above, is not completed by this date. There is no maximum liquidated damages amount associated with the completion of Milestone 1. Work on Stage 2 shall commence no earlier than June 8, 2026, and no later than June 15, 2026, and be completed within 85 working days. Liquidated damages in the amount of $500.00 per working day will be assessed for work not completed within this time. There is no maximum liquidated damages amount associated with the completion of Stage 2. Unused working days during Stage 1 will not carryover to Stage 2. Stage 2 includes a Milestone 2 completion date of August 14, 2026. Milestone 2 includes completing all work listed under Stage 2A in the J Sheets of the project plans. Final topsoil and seeding work may be installed after this milestone date when favorable conditions allow but that work must be completed within the over rall working days allowed for Stage 2. Liquidated damages in the amount of $500.00 per calendar day will be assessed if all work within Milestone 2, as stated above, is not completed by this date. There is no maximum liquidated damages amount associated with the completion of Milestone 2. Each bidder shall accompany its bid with bid security as defined in Code of Iowa Section 26.8 and as specified in the Instructions to Bidders. 10% bid bond Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract. Upon completion of the project and before final acceptance by the City Council, the contractor will be required to post a maintenance bond (2-yearfor sewer or 4-yearfor paving) or be required to pay the City 1.5 percent of the final contract amount to pay for the applicable maintenance bond. Such 1.5 percent shall not be refundable to the contractor and the City will act as the bonding agent. Posting of the maintenance bond or the cash payment will be the election of the City Engineer, all in accordance with Ordinance 77-21 of the City of Marion. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
