As of August 18, 2025, the project is preparing for construction. A construction manager has been selected. Construction is expected to begin in the fourth quarter of 2025 and finish in the third quarter of 2026. *The closed solicitation has been included below for reference: The City of Holly Springs, Georgia (Owner) is seeking qualifications from Construction Managers at Risk (CMAR) for pre-construction and construction services for the Holly Springs Town Center Amphitheatre. The principal items of this project include the construction of the Holly Springs Amphitheatre including the stage, public restrooms, green room and dressing room. The total project budget is $2 million, inclusive of pre-construction, construction, furniture, fixtures, and equipment (FF&E), contingency, and other associated costs. The construction manager at risk will be evaluated and selected through a qualification-based selection process. The Owner reserves the right to reject any or all Responses, to waive informalities, and re-advertise. HOLLY SPRINGS TOWN CENTER OVERVIEW (FOR INFORMATIONAL PRUPOSES ONLY) The Holly Springs Town Center Project (TCP) is in historic downtown Holly Springs, Georgia. The TCP was the vision of the Mayor and City Council of Holly Springs approximately twenty years ago when they collectively decided to assemble property in downtown Holly Springs and revitalize the area at the intersection of Holly Springs Parkway, Hickory Road and the Georgia Northeastern Railroad to build a downtown with circa 1900 architecture and amenities to serve the residents of Holly Springs and residents of Cherokee County. Upon completion in 2027, the TCP will include the Holly Springs Amphitheatre, City Hall, multi-family and single-family residential units, multi-purpose buildings with restaurants, retail, and office uses, and a structured parking deck. The CMAR will also develop an overall final project schedule, which will be a contractual obligation. In addition, the CMAR will be responsible for methods of construction, safety, and the scheduling and coordination of the work of all construction and miscellaneous contracts required for completion of the project within its established budget and schedule. The Holly Springs Amphitheatre will consist of a stage, restrooms, green room and dressing room. PROJECT OBJECTIVES AND SCOPE OF WORK The City of Holly Springs has engaged Caldwell Cline Architects & Designers to prepare architectural plans for the Holly Springs Amphitheatre. The City has also engaged the services of RCS Productions to consult on the design of the stage, sound and lighting components of the Holly Springs Amphitheatre. Completed plans will be delivered to the CMAR upon selection. The CMAR scope of work shall consist of working closely with the Caldwell Cline Architects & Designers and RCS Productions (Design Team) to provide preconstruction services including cost estimates and construction recommendations to facilitate further prioritization, refinement and development of the design of the project. The final improvements shall be determined as the design progresses based on information generated by the Design Team and CMAR and the established construction budget of $2 million. Lower priority items may be identified and itemized for consideration to ensure the project is awarded within the established construction budget. The CMAR will be responsible for pricing the plans, value engineering, and maintenance and constructability issues. When the design documents for the project have been developed in sufficient detail, the CMAR, with the support and assistance of the Design Team, will develop and commit to a Guaranteed Maximum Price (GMP) for all construction and site development.
