Renovation of a mixed-use development in Canton, Georgia. Completed plans call for the renovation of a clubhouse / community center; and educational facility.

I. GENERAL INFORMATION The City of Canton (herein referred to as the City) is requesting proposal submissions from qualified vendors to undertake a substantial rehabilitation on a community center and gymnasium. The Request for Proposals (RFP) describes the services in general that require scope of services, the selection process, and the minimum information that is included with the proposal. Failure to submit information in accordance with the requirements and procedures listed herein may be cause for disqualification. Questions and Clarifications Any questions regarding this RFP must be submitted by e-mail to the person listed below no later than the date indicated on the Calendar of Events as listed on the cover page of this RFP. Every request for such interpretation should be in writing, submitted by e-mail, contain the RFP# as indicated on the cover sheet within the subject line of the e-mail. To be given consideration, questions must be as an Addendum to the RFP. No interpretation or clarification of the meaning of the instructions or scope of services will be made orally except for general information that does not require clarification. All clarifications and any supplemental instructions will be posted on the City of Canton website. Firms should periodically check the website for updates to this Request for Proposals. PRE_SUBMITTAL MEETING Vendors may schedule site-inspections only and questions regarding this RFP will not be answered during these inspections. City Staff will not be available for meetings or to respond to individual inquiries regarding the project scope outside of these meetings. SCOPE OF SERVICES The former Tippens Elementary School was demolished in early 2024 with only the detached gymnasium remaining. The City wishes to rehabilitate the gymnasium into a community friendly center for events, sports activities and educational opportunities. The scope of work shall include a complete assessment of the project, The vendor shall provide licensed, qualified personnel for any rehabilitation: A. Design and build Plans for the following objectives: b. Over all Building Objectives o Replace and remove HVAC System o Duct Cleaning of remaining duct work o Address the supplies and the return air throughout the dorm o Add the necessary exhaust fans to the restrooms throughout the building o Remove and Replace all Windows and Doors o Remove and replace all wood rot o Replace all Exits Doors on the building, that are beyond its useful life o Replace the (FCP) Fire Control Panel o Upgrades to the power distribution systems lighting and branch wiring o Replace all the emergency lighting o Update all electrical o Replace hot water Heater o Update any plumbing as needed (restrooms may be redesigned with additional toilet, urinal and lavatories - IPC Table 403.1) o Update Sprinkler system o Add Flock Camera system o Replace the Shingle Roof with Warranty o Replace all downspouts and gutter system o Replace/Upgrade sidewalks and conveyance to ensure they are ADA complaint o ADA ramp that connects to Lower level (outside of building) o Add an awning to the front door of the building o Paint entire building (color to be chosen by City) o Replace exterior signage o Ensure that there are shut-off valves installed throughout the complex to enable isolation of all utilities o Pots line ran for Fire Alarm and Security Alarm (Cana) o Conduit lines ran for exterior doors for key card entry access c. Objectives for Gymnasium o Replace all Scoreboards o Replace the tension system for the basketball goals inside the gym (if necessary) o Restroom facilities updated and made ADA compliant o Cut bleachers to make restroom facilities ADA Complaint o Paint bleachers o Paint all interior walls o Concession area stub out new window and all electrical and a sink o Dropdown screen for stage and the electrical work that is needed o Gym floor refinishing d. Objectives for Lower level o Remove some walls (wood with sheetrock) o White wall entire lower level o Clean and pressure wash floor B. Deliverables Currently adopted State and Federal minimum codes that will pertain to this project: o 2018 International Building Code with GA amendments o 2018 International Fire Code with GA amendments o 2018 International Plumbing Code with GA amendments o 2018 International Mechanical Codes with GA amendments o 2023 National Electrical Code (effective Jan. 1, 2025 o 2015 International Energy Conservation Code with GA amendments o 2018 BFPA 101 Life Safety Code o NFPA 13 o 2010 Federal Americans With Disabilities Act C. The vendor will provide all labor, materials, tools, equipment, and any other specialized tools necessary. The vendor is responsible for all debris removal. D. Creation of new "As-Built" Drawings for the building (4) sets of Project Completion turn over package to include: o Warranties o As Built o Lit of all materials used o Contractor must supply a list of all serial numbers of equipment used o Specifications and rating for all materials used o Any applicable fire rating certification/sheets o (1) Thumb Drive with all information included in each set o Photographic documentation with special location of all shut off valves E. Project Controls 1. Weekly Status Reports o Reports much be submitted to Project Managers every Friday or Monday o Representatives from your company must be available to attend Construction Committee Meetings throughout the duration of project. (Upon request) F. Changes: In the event a contract is awarded, the City may at any time during the contract periods make changes within the general scope of the contract and It's technical provisions. If any such changes cause any increase or decrease in the Contractors cost of performing any part of the contract, an equitable adjustment shall be made in the contract price, or in the time of performance, or both, and a written agreement of such adjustment shall be made prior to proceeding with additional services. No additional service shall be performed until written authorization is received from the City. Nothing in this clause shall excuse the contractor from proceeding with the performance of the contract in accordance with its original terms and conditions and any approved changes. G. Time To Completion: The time allowed for substantial completion is 90 days, and the time allowed for completion and readiness for final payment is 120 days from the date a notice to proceed is issued by the City of Canton. All bids will remain subject to acceptance for 90 days after the date of the bid opening, but Owner may, at its sole discretion, release any bid and return the bid security prior to that date. The Owner reserves the right to reject any or all bids, to waive informalities and re-advertise. H. Termination of Contract: In the event that any of the provisions of this contract are violated by the Contractor, or by any subcontractors, the Owner may serve written notice upon the Contractor and the Surety of its intention to terminate the contract. Such notices shall contain the reasons for such intention to terminate the contract. If within ten (10) days after such notice upon the Contractor, such violation or delay has not ceased or satisfactory arrangement of corrections have not been made, the contract shall, upon the expiration of said ten (10) days, cease and terminate. In the event of any such termination, the Owner shall immediately serve notice thereof upon the Surety and shall have the right to take over and perform the contract; provided, however, that if the Surety does not commence performance thereof within ten (10) days from the date of the mailing to same to complete by Contractor or by force account and at the expense of the Contractor, the Contractor and his Surety shall be liable to the Owner for any excess cost occasioned the Owner thereby, and in such event the Owner may take possession of and utilize in completing the work, such materials, appliances, and plant as may be on the site of the work and necessary therefore. IV. SUBMITTAL REQUIRMENTS/PROPOSAL FORMAT A. One (1) hard copies of the Proposal and one (1) electronic copy (pdf) on a USB flash drive must be received by the City of Canton on or before the due date as specified on the RFP Cover Page. The city cannot be responsible for the lack of receipt of proposals by the date and time specified. The Proposal must demonstrate specific expertise in the elements of work described herein. Proposals should be bound with the name of the From or Vendor and name of the Project visible on the outside cover. To allow the selection committee sufficient time to properly review all documents in their entirety, each proposal will be limited to 20 pages. The Title Page, Table of Contents, Letter of Transmittal, Section Dividers, Resumes, and Additional Items will not count against the page limits. The Proposals shall contain the Following: 1. SECTION 1 - INFORMATION: The Proposal shall include background information of the firm including its address, history, size, services offered and related information. 2. SECTION 2 - IDENTIFICAION OF PROPSER: The Proposal shall include the names, background information, email addresses and phone numbers for key staff that are proposed to be involved it the project. 3. SECTION 3 - PROJECT OVERVIEW AND APPROACH: The Proposal shall demonstrate the Firm's understanding of and acknowledgement of the Scope of Work. Required content will be: a. Detailed work plan and schedule for installation b. Details of all warranties provided 4. SECTION 4 - CLIENT REFERNCES: The Proposal shall include information on three (3) similar projects that the firms(s) have completed in the last ten (10) years. 5. SECTION 5 - ADDITIONAL ITEMS: The following items must be included with each proposal received. Failure to include these items may be the cause for disqualification. a. Copy of current business license' b. Completed Contractor Information Form, Conflict of Interest Certification, E-Verify Federal Work Authorization, and Vendor Statement of Tax Status (found at end of this RFP). c. Proof of Commercial insurance, voting bodily injury, death, and property damage with a single limit not less than one ($1,000,000) dollar. d. Prior to receiving a "Notice to Award", the City will require the awardee to submit a Certification of Insurance and Workers Compensation.
