The Lee County Board of Supervisors is now accepting sealed bids for snow removal services at the Lee County Airport. All bids must be submitted in a sealed envelope clearly marked "Airport Snow Removal". For additional information contact the Lee County Administrator's Office at (276) 346-7714. The County reserves the right to reject any or all bids. The County of Lee is seeking bids for snow removal services at the Lee County Airport. All work performed must meet the specifications of this invitation to bid. The sealed envelope should be clearly marked "Airport Snow Removal". The County reserves the right to reject any or all bids, to waive any informality or irregularity in any bid received and to accept or reject any and all items of bid. Any bid received after the time scheduled for the opening of the bid will be returned to the bidder unopened. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. No bidder may withdraw a bid within 30 days after the actual date of the opening thereof. All bidders and employees, contractors, or agents, if any, must be properly licensed to operate any equipment proposed to be used in conducting the services requested by this invitation to bid. The County reserves the right to award the bid to other than the lowest bidder if it is determined to be advantageous to the County, or to reject any or all bids. PROJECT SPECIFICATIONS 1. The Lee County Airport facility consists of a 5,000' x 75' runway, a 5,000' x 50' parallel taxiway, five (5) runway/parallel taxiway connectors, aircraft parking apron, T-hangar taxiway, T-hangar apron, fuel farm apron, vehicle parking lot and accesses to gate. VDOT maintains the road to the airport. 2. All services to be provided under this invitation to bid will be on an as requested basis for each snowfall occurrence deemed significant enough to warrant snow removal services. The County will retain full discretion for determining the need for snow removal services. 3. The successful bidder will provide the County with a contact name and number to request snow removal services. The contractor will complete all contracted snow removal services within twenty four (24) hours of each notification. 4. All snow removal services will be provided in such a manner as to prevent obstruction of or damage to the airport lighting system including runway edge lighting, taxiway markers, runway threshold lighting, runway end indicator lighting, taxiway panels and precision approach path indicators. Contractor shall immediately advise the County Administrator's Office in the event of damage to the runway lighting system during snow removal activities. The repair costs of any and all damages to the lighting system as a result of snow removal activities will be the responsibility of the contractor. 5. Snow removal methods are at the discretion of the contractor; however, all snow removal at the east and west runway ends must be in a northsouth pattern to prevent obstruction of or damage to runway threshold lights located eight (8) feet from the end of each runway. Contractor and any employees expected to perform snow removal services at the facility will fully familiarize themselves of the location of all lighting fixtures, markers, panels and any other obstructions to snow removal equipment prior to performing services. 6. Snow removal services at the hangar buildings, fuel farm and vehicle parking lot will be done in such a manner so as not to block hangar doors, the fuel system terminal and fueling cabinet or parking lot entry. Contractor and any employees expected to perform snow removal services at the facility will familiarize themselves of the location of any buildings, curbs, drains or any other fixture that would obstruct snow removal equipment prior to performing services. Any damages to the T-hangar building, fuel terminal, cabinet or tank as a result of contractors' snow removal services will be the responsibility of the contractor. 7. No salt or chemicals (liquid or solid) are to be applied to airport surfaces in conducting the requested snow removal services. Any application of salt or chemicals to airport surfaces will subject the contractor to charges for asphalt damages incurred or deemed to have been incurred. 8. During the provision of any services covered by this invitation to bid, contractor shall provide a fully operational rotating yellow emergency light on each self-propelled vehicle or item of equipment used in snow removal at the airport facility. Contractor, or contractor's employees, providing snow removal services will be alert to any approaching or departing aircraft and will yield to any and all aircraft traffic while on airport property. Contractor shall keep all snow removal vehicles and equipment a minimum of ten (10) feet from any aircraft while conducting snow removal services at the facility. 9. Snow removal services on the aircraft parking apron will be limited to those areas outside the aircraft tie down area shown on the attached diagram of the facility as the "No Plow Zone". The contractor will be responsible for replacement costs and repairs for damages resulting from any snow removal services conducted within the "No Plow Zone". 10. All areas to be cleared of snow are highlighted in yellow on the attached sketch. Sketch is not to scale and contractor should verify all distances. Highlighted areas will be viewed on site during the mandatory pre-bid meeting. 11. The contractor will be provided access to the airport facility via a gate access card. The contractor will be responsible for the prevention of any unauthorized access to the airport facility with this card. Upon termination of any contract awarded as a result of this invitation to bid, contractor will promptly return any card(s) issued for said facility access to the County Administrator's Office.
