The purpose of this Invitation for Bids (IFB) is to establish a contract with a qualified vendor to construct a hiking trail at The Cedars Natural Area Preserve in Lee County, Virginia, consistent with the scope of work and contractor requirements outlined in the attachments. All questions must be received via email by 4:00 PM (1600 EST), 07/10/2025. All questions must be in writing and will be answered in writing, by email or addendum. SCOPE OF WORK AND SPECIFICATIONS: The contractor shall provide all materials, labor, equipment, and English-speaking supervision necessary to construct one (1) corridor of moderate, single track, rolling contour, hiking trail at the Cedars Natural Area Preserve (NAP). The completed trail shall merge aesthetically with the existing qualities of the NAP landscape. The Cedars NAP is located in Lee County, Virginia. The section of Preserve where trail construction will occur is approximately 450 acres, just outside the Town of Jonesville. The Cedars exhibits a low degree of topographical relief. Slopes anticipated in the project area are slight to moderate. There are several maintenance roads on the property. The property features large rock outcroppings, sink holes, a disappearing stream, a natural bridge, and a large creek. Several listed species exist on the property, especially within the prescribed burn unit. Special care should be taken to avoid impacts to tracked or listed species like Trifolium calcaricum, Packera millefolium, Houstonia canadensis, Fleischmannia incarnata, Agave virginica, and Camassia scilloides. The Agency will communicate about populations of rare plants and their locations prior to commencement of work. All caves, sinkholes, and karst features should be avoided to the greatest possible extent.
