2025 Penn Hills Capital Road Program Engineers Estimate $1,200,000 to $1,400,000 Question Deadline 03/19/2025 at 5:00 PM ET Online Portal BASE BID Approximately 45,000 S.Y. of 3" (+/-) Roadway Milling and Profiling, 1,400 S.Y. of Soft Spot Repair, 6,200 Tons of Superpave 19 mm Binder Course, 45,000 S.Y. of 1.5" Superpave 9.5mm Fine Graded Wearing Course, 31,300 L.F. of Bituminous Wedge Curb, 9 Storm Inlet Repairs, 2 Storm Inlet Replacements, , Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 1 - ALMAR DRIVE Approximately 2,100 S.Y. of 3" (+/-) Roadway Milling and Profiling, 75 S.Y. of Soft Spot Repair, 320 Tons of Superpave 19 mm Binder Course, 2,100 S.Y. of 1.5" Superpave 9.5mm Fine Graded Wearing Course, 1,900 L.F. of Bituminous Wedge Curb, and Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 2 - ST. SUSANNA DRIVE Approximately 1,150 S.Y. of 3" (+/-) Roadway Milling and Profiling, 50 S.Y. of Soft Spot Repair, 175 Tons of Superpave 19 mm Binder Course, 1,150 S.Y. of 1.5" Superpave 9.5mm Fine Graded Wearing Course, 625 L.F. of Bituminous Wedge Curb, and Traffic Control, Resident Notification and Restoration. ADD ALTERNATE NO. 3 - SHENANDOAH DRIVE Approximately 6,200 S.Y. of 3" (+/-) Roadway Milling and Profiling, 200 S.Y. of Soft Spot Repair, 850 Tons of Superpave 19 mm Binder Course, 6,200 S.Y. of 1.5" Superpave 9.5mm Fine Graded Wearing Course, 3,650 L.F. of Bituminous Wedge Curb, 3 Storm Inlet Repairs, and Traffic Control, Resident Notification and Restoration. Pennsylvania Prevailing Wages are required to be paid on this project. Proposals must be submitted through PennBid, no paper bid submittals shall be accepted. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality of Penn Hills in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Municipality of Penn Hills, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
