Bids will be presented, and if acceptable, a recommendation of award will be at the Board of Public Works & Safety meeting within City Hall Council Chambers, 166 W Lincolnway, Valparaiso, IN 46383 on Friday, March 28, 2025, at 11:00 am. Scope of work includes, but is not limited to: PICKLEBALL COURT CONSTRUCTION All six (6) courts shall include, but not be limited to, excavation, asphalt pavement over crushed aggregate base, acrylic color surfacing, and net systems. All six (6) courts shall be fenced with eight-foot (8 ) high perimeter fencing, four-foot (4 ) high dividing fencing, four-foot (4 ) high fence between spectator seating and courts, two (2) four-foot (4 ) wide entry gates. SIDEWALK CONSTRUCTION Concrete pavement and sidewalk work shall include, but not be limited to excavation and approximately 5,000 square feet of concrete pavement over a crushed aggregate base STORMWATER SYSTEM CONSTRUCTION Stormwater system shall include, but not be limited to general exaction, grading, erosion control measures, approximately 152 of 12 PVC storm sewer, concrete storm structures, pipe end sections, and a 19,160 CF detention pond, fine grading and restoration seeding. No project documents will be sent out (7) days prior to the bid date. All bidding questions are due (3) days before bid opening. Proposals shall be properly and completely executed on the Bid Form and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security. A certified cashier s check payable to the City of Valparaiso or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks of unsuccessful bidders shall be returned to them by the City upon selection of successful bidder. The successful Bidder will be required to provide a Performance and Payment Bond in the amount of one hundred (100) percent of the Contract amount. Pursuant to Indiana Code Section 5-22-16.5, the City may not contract with a person who is engaged in investment activities in Iran. Pursuant to Indiana Code Section 22-5-1.7 et seq. the successful bidder shall enroll in and verify the work eligibility status of all newly hired employees of the bidder through the E-Verify program. Pursuant to Ordinance 6-2016, the City has adopted certain responsible bidding practices for contracts of $150,000 or more. The Contractor shall provide all required material with its Bid documents and comply with all other provisions. Pursuant to Ordinance 9-2016, the City prohibits certain discriminatory conduct against any employee or applicant for employment who is to be employed in the performance of City work with respect to his/her hire, tenure, terms, conditions, or privileges of employment, because of his/her race, religion, color, sex, disability, national origin, ancestry, sexual orientation, gender identity, age, or veteran status. Breach of this covenant may be considered a material breach of the contract. In determining the lowest responsive and responsible bidder, the City will consider the Total Base Bid made for the Contract. The city will also consider all other relevant facts it may legally consider. The City reserves the right to reject any and all bids or to waive any informalities in the bidding, should the City deem it to be in the public interest to do so. The City requires that all workers employed on this project be paid wages at rates not less than those prevailing on similar construction in the locality and wage rates provided by the applicable laws of the State of Indiana. The bidder agrees by submitting his Bid, that is he is offered a contract, he will abide by the current and most subsequent, superseding wage determination of the State. In addition, the Bidder agrees by submitting his bid, that he will abide by the Davis Bacon and Copeland Anti-Kick Back Acts. Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted.
