Regulatory and Security Science Main (RSS Main) Project located on Fallowfield Road between Cedarview Road and Greenbank Road, in Ottawa ON will be the central portion of a five-hub science research project and will support science-based projects. The project includes construction of a new laboratory building of approximately 30,000 sq meters with a dedicated central utility plant to support the laboratory system and approximately 3000 sq meters consisting of two farm buildings, Guard shack. The project also involves construction and installation of geothermal system and modifications to the civil infrastructure in the existing campus to serve the new construction. PCL Construction Inc, acting as the Construction Manager (CM), is inviting proponents to submit their Statement of Qualifications to pre-qualify to bid on the Geothermal Test Wells scope of the project, and the details are provided in Section 4 of this document. The prequalification for other scope of work on the project will follow in a separate request. This prequalification process is the first phase of a two-phase procurement process; the second phase is the tendering process. During the Tendering Phase, the pre-qualified proponents may be invited to prepare and to submit stipulated price tenders for this work. The successful Proponent will be required to enter into a Stipulated Price Subcontract with the Construction Manager. This Request for Qualifications document sets out the requirements for the submission of the Proponents Statement of Qualifications and specifies the evaluation criteria and selection process for this phase. Phase One - Request for Qualification (RFQ), will be posted on MERX Publicly to pre-qualify Respondents with the necessary experience to function as a subcontractor for a portion of the project. The RFQ is open to all interested contractors. Construction Period (incl. Testing/Reports) May 26 - August 15, 2025 All proponents must provide proof in the form of a letter from an acceptable bonding company, confirming the capability of the proponent to provide a Fast-Track 50% Performance Bond and 50% Labor & Material Payment Bond for a subcontract value of $500,000.00. The Construction Manager and PSPC, at their sole discretion, reserve the right to accept any SOQ that it deems responsive, or may reject any or all SOQs received in response to this RFQ.
