The Pennsylvania Game Commission (PGC) is soliciting electronic bids for constructing an archery range at Bear Swamp Park on Management Area #444. The scope of the project includes demolition of existing range structures, site grading, construction of shooting station shelters, concrete sidewalks, target stations, wood post walls and a chain link fence. The project also includes paving the parking area and driveway. When bidding, amount bid should be in dollars and cents no fractions of a cent will be accepted. Five drawings titled "Bear Swamp Archery Range Project" are also attached. The Commonwealth reserves the right to reject any and all bids, to waive technical defects in bids and to accept or reject any part of the bid deemed in the best interests of the Commonwealth. Except as otherwise provided by law, award will be made to the lowest responsible and responsive bidder, and all bidders will be advised of the bid results. A Purchase Order will be generated at the time of award without further input from the successful bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. There will be no pre-bid conference for this IFB. All questions regarding the IFB must be submitted in writing to the email address of the Issuing Officer provided in the solicitation. While there is no set timeline for the submittal of questions, questions received within 48 hours prior to the bid due date and time will be answered at the discretion of the Commonwealth. All questions received will be answered, in writing, and such responses shall be posted to eMarketplace as an addendum to the IFB. The Issuing Officer shall not be bound by any verbal information nor shall it be bound by any written information that is not either contained within the IFB or formally issued as an addendum by the Issuing Office. The Issuing Office does not consider questions to be a protest of the specifications or of the solicitation.
