The project consists of the enhancements to the roadside ditches along Cobble Lane, Fieldstone Drive, and Pebble Lane. The overall purpose of the project is to enhance the drainage and storm water management services provided to the surrounding property owners by improving the area's storm water infrastructure. The project includes installation of storm sewer, via open trench construction, including stripping topsoil, excavation, bedding, laying storm sewer, placing initial backfill, haunching, placing final backfill, replacing topsoil, shaping, trimming, and finishing, and cleaning, inspecting, and testing; installation of storm sewer structures, including stripping topsoil, excavation, bedding, setting precast reinforced concrete drainage structures, placing adjusting rings and castings, backfilling, replacing topsoil, shaping, trimming, and finishing, and cleaning; and, drain tile investigations to confirm the location, size, depth, and alignment of existing perimeter drains and determine the treatments necessary to connect the existing drains to the new storm water infrastructure. It will also include the grading of ditches and swales to create a swale along the route of the storm sewer. The project will also include road cut and repair work as needed to construct the new infrastructure, including across Pebble Lane, Fieldstone Drive, and driveways within the Fieldstone Manor Subdivision. It will also include the installation maintenance of a construction entrance and construction access route and the restoration of all areas disturbed during the performance of the work, including storm sewer trenches and other areas disturbed during the performance of the work. Excess excavated material generated during the performance of the work shall be disposed of off-site. The work includes the carrying out of all duties and obligations and the furnishing of all labor, material, tools, equipment, and other incidentals necessary or convenient to the successful completion of the project. Questions received less than two days prior to the date for opening of bids may not be answered, as all Addenda to be issued by the Owner will be issued at least one day prior to the date for opening of bids in order to provide prospective bidders ample time to incorporate such Addenda into their bids The project is located between CR 725 W and CR 600 W on the south side of CR 250 S in the Fieldstone Manor Subdivision. The subdivision is located in Section 14, Township 34 North, Range 7 West, in Porter Township, Porter County, Indiana. Each bid shall be accompanied by a bid security made payable to Porter County in an amount not less than ten percent (10%) of bidder's total bid and in the form of a bank cashier's check, bank draft, certified check, or bid bond, on the Bid Bond Form included in the bidding documents, or a form otherwise approved by the Porter County Department of Development & Storm Water Management, executed in accordance with the provisions of Article 18 of the Instructions to Bidders, and issued by a surety acceptable to the Owner and authorized to transact business under the laws of the state of Indiana. Porter County Department of Development & Storm Water Management also reserves the right to waive all irregularities or informalities at its discretion and to negotiate a contract with the successful bidder. If a contract is to be awarded, the Porter County Department of Development & Storm Water Management will award the contract to the lowest responsive and responsible bidder whose bid is in the best interests of the project.
