Renovation of a mixed-use development in East Hampton, Connecticut. Completed plans call for the renovation of a educational facility.

PURPOSE: The Town of East Hampton, Connecticut (hereinafter "the Town" or "Town") and the East Hampton Board of Education (hereinafter "the Board") requests qualifications from qualified HVAC professionals that are licensed to work in the State of Connecticut and certified with the Department of Public Health, have experience working on Connecticut school HVAC and IAQ Quality projects, and are highly interested in providing professional services to the Town and the Board. As per CGS 10-220(d), PA 22-118, and PA 23-167, school districts must conduct HVAC inspections carried out by a certified professional to cover the assessment and evaluation requirements outlined in statute. The current HVAC systems at all four schools must meet compliance with Standard 62 of the American Society of Heating, Ventilating and Air Conditioning Engineers entitled "Ventilation for Acceptable Indoor Air Quality," as referenced by the State Building Code adopted under section 29-252. To fulfill the expectations set forth by statute, the Town and the Board seek a licensed contractor for the purpose of: o Conducting an HVAC/IAQ audit to determine compliance with Standard 62; o Evaluating and developing a remediation plan that includes a routine HVAC/IAQ monitoring program with testing procedures; o Establishing testing protocols and testing frequency to ensure that the maintenance and operation of HVAC systems are in accordance with Standard 62 at the following locations: o East Hampton High School o East Hampton Middle School o Center Elementary School o Memorial Elementary School The professional services to be provided to the Town of East Hampton and Board include, but are not limited to, the following: o Evaluation of the existing conditions of the HVAC/IAQ systems; o Creation of HVAC/IAQ replacement schedule(s); o Cost estimation of HVAC/IAQ improvement options; o Issuance of professional advice/guidance/technical services with respect to possible state grant opportunities; o Creation of design documents and bid specifications for HVAC/IAQ improvement services and supplies (e.g., electrical upgrades, new equipment, etc.); o Guidance during the bid process as well as during the construction phase if necessary.
