The STP Influent Pump Station Project focuses on improvements to the Influent Pump Station, specifically repairing and replacing aging infrastructure and improving seismic resiliency. King County (County) requests proposals from firms interested in providing Heavy Civil GC/CM Services for South Treatment Plant (STP) Influent Pump Station Upgrades. This is a programmatic GC/CM and is funded in part by the County and Water Infrastructure Finance and Innovation Act (WIFIA) administered by the Environmental Protection Agency (EPA). The Contractor may be responsible for multiple early work packages over the life of the GC/CM contract. Project Goals 1. The County envisions that the selected Contractor will become an integrated member of the existing project team, comprised of County project delivery staff, engineers, and a project manager/owner advisor (PMOA). The Contractor shall be a key member of the team during design completion, where the County will expect the Contractor to provide crucial cost and constructability input to inform the design. Current project goals include: a. Establish a collaborative relationship between the County, engineers, and the owner advisor, and for the Contractor to deliver a high-quality project on time and within the County's budget; b. Maximize efficiency of phasing plans and create reliable schedules; c. Provide transparent and defensible pricing; d. Provide innovative solutions to meet sustainability requirements and schedule goals; e. Enhance project safety through design input and in construction to reduce rework and interference with ongoing operations with a goal of no recordable incidents; f. Creatively meet or exceed the County's requirements for equity and social justice, including Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) goals. g. Administer the Community Workforce Agreement (CWA) King County's South Treatment Plant (STP) was built in the 1960s in Renton, WA and is one of the County's three regional treatment plants. On average, the STP treats over 70 million gallons per day (mgd) of wastewater from communities in Bellevue, Auburn, Issaquah, Kent, Renton, and Sammamish. The STP Facility Program (STPPgM) is underway to address aging infrastructure, improve resiliency, and protect environmental and public health. The STP Influent Pump Station Upgrades Project is the first to be delivered by the STPPgM and consists of three Work Packages. Some Work Packages may involve elements that are delivered early to meet schedule objectives; these elements are defined as Early Work Packages. The Project's primary objective is to repair and replace infrastructure components that have reached end of useful life and improve seismic resiliency. The scope of the GC/CM contract for the STP Influent Pump Station Upgrades Project will be focusing on the following Work Packages: 1. Recoating the division channel to address aging infrastructure and support continuous operations 2. Replacing raw sewage pump #3 (RSP3) to improve plant reliability, energy efficiency, and resiliency 3. Enhancing the Influent Pump Station building's seismic resiliency to reduce risk of catastrophic failures Overall project goals include replacing equipment at the end of its useful life, repairing infrastructure, and improving our ability to maintain service, should major seismic events occur. Work Packages currently anticipated to be included within the proposed GC/CM scope include: 1. Division Channel Recoating 2. Raw Sewage Pump #3 (RSP3) Replacement, potentially including raw sewage pump and drive equipment procurement as an Early Work Package 3. Influent Pump Station Seismic Upgrade, potentially including bridge crane procurement as an Early Work Package The Contractor (also referred to as the GC/CM, for purposes of this scope of services) shall involve major subcontractors as appropriate to advise about constructability, risk management, value-improving concepts, estimated cost, and schedule.
