As of March 20, 2025, this project is in the design phase. Construction will begin in the first half of 2026. *The closed solicitation has been included below for reference: From qualified consultants to provide a Preliminary Engineering Report on Utley Creek Water Reclamation Facility upgrades, based on the recently completed Utley Creek Master Plan, while also exploring viable alternatives to accommodate future wastewater needs. The Town of Holly Springs intends to hire a NC Licensed Professional Engineer to provide: (1) A Preliminary Engineering Report (PER), and (2) An Alternatives Analysis (AA) to assist the Town on determining the most cost-effective and strategic path for the treatment of projected wastewater flows. Following completion of the PER and AA, the chosen candidate will provide: (3) 100% design, and (4) Construction Administration services for the upgrade project. The Town reserves the right to terminate work with chosen candidate after the completion of tasks (1), (2), (3) or (4). The Town reserves the right to seek clarification of any submitted proposal, reject any and all proposals received as a result of this solicitation, negotiate with any qualified source, waive any formality and any technicalities, or cancel in part or in its entirety this RFQ, if it is in the best interests of the Town. The method of Contractor Selection has not been determined at this time.
