As of October 29 2025, The County issued a Notice to Reject All Bids given initial bid results, and the County is considering its options for incorporating this work into part of another larger project. The Project includes, without limitation, furnishing all necessary labor, materials, equipment and other incidental and appurtenant Work necessary to satisfactorily complete the Project, as more specifically described in specifications. This Work will be performed in strict conformance with the specifications, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the County. PROJECT DESCRIPTION: The work to be performed under this contract includes the furnishing of all labor, materials, equipment, and other incidental work for: Perimeter Security Enhancements for Sacramento Mather Airport, Building 7022 BASIS FOR AWARD: The basis for award shall be base bid only, with no additive or deductive items, or no consideration of additive or deductive items. CONTRACT INFORMATION: Contract Documents are contained herein and include: Notice to Contractors, the Sacramento County Standard Construction Specifications, the Special Provisions, the Bid Proposal form and any attachments, exhibits, drawings, addenda, and/or documents provided by the Project Manager that pertain to this project. PRE-BID QUESTIONS DUE VIA Q&A: Date: Friday, April 11, 2025 No later than: 5:00 pm All bids rejected SCOPE OF WORK The MHR Perimeter Security Enhancements - Building 7022 project is essential to consolidate County employees from Building 7040 to Building 7022, creating a secure, efficient, and sustainable workspace at Mather Airport. The project includes the removal of the existing fencing, ensuring all materials are safely dismantled, transported, and disposed of off the property in compliance with environmental and safety regulations. Additionally, the project involves the installation of an 8-foot-tall chain-link fence with barbed wire, a motorized vehicle gate with keypad access, and new lighting fixtures to enhance site security. These upgrades are critical to ensuring the safety and operational effectiveness of the site, supporting the relocation of AFMX, Parks, and DGS departments to this building. Project: Critical Equipment Replacement Program (CERP): Perimeter Security Enhancements - Building 7022 Project Number: 40998 Project Site: 3819 Bazley Way, Mather, CA 95655 • Contractor Responsibilities: o Confirm the building's exterior materials, conditions, and dimensions. o Dispose of all generated waste off-site. o Protect existing roofing materials. • Fencing and Security Enhancements: o Remove the existing fencing, ensuring all materials are safely dismantled. Transport and dispose of the removed fencing off the property in compliance with environmental and safety regulations. o Install an 8-foot galvanized chain-link fence with gray slats, barbed wire, and concertina razor wire with a powder-coated finish. The fence will include anti-climb and penetration-resistant features for enhanced security and durability. o Address potential gaps at the bottom of the fence as per layout recommendations to prevent unauthorized access (e.g., crawling underneath). o Construct a motorized rolling vehicle gate with a DKS 150DC gate controller (confirm integration with county security requirements) and DKS-1515-080 keypad (ensure proper programming and access control setup) for access control, with a capacity of 400 codes. Keypad programming can be managed via Android devices or directly through the keypad. o The contractor shall securely mount the DKS 150DC gate controller on a level concrete pad, using corrosion-resistant bolts or fasteners. All mounting points must be sealed to prevent water ingress, and wiring and conduit connections should be properly secured and protected. o Stub up and install a base for the keypad at the designated location and install traffic loops for the gate controller as per the attached layout. o Note: If specified products are unavailable, equivalent products that meet or exceed these specifications may be proposed. Product submittals for any equivalent product must be included with the bid package for review and approval by the airport. Approval of any equivalent product is at the sole discretion of the airport. • Lighting: o Install one (1) new light pole (specification: RTA 20 60E-PLN-D02-MG3-DDBBCV) in the designated area, with two lighting heads as specified. Ensure compliance with county electrical and lighting codes. o Install four (4) MGLED P12 50K MVOLT light fixtures, mounted as follows: ? Two fixtures on the newly installed light pole. ? Two fixtures on the existing light pole, as indicated in the attached layout. ? Verify compliance with County lighting standards. o Note: If specified products are unavailable, equivalent products that meet or exceed these specifications may be proposed. Product submittals for any equivalent product must be included with the bid package for review and approval by the airport. Approval of any equivalent product is at the sole discretion of the airport. • Electrical and Cabling: o Run 1-inch conduit from the 120/208V electrical service within Building 7022 to the perimeter lighting and gate systems. o Install necessary conduit at the bottom of the fence line, trenching as needed, to connect all electrical elements. This includes trenching through paved areas to supply power to the motorized gate and light fixtures. o Provide power for gate and traffic loop stubs as per the specified layout, ensuring adequate power for gate operations and lighting. • Site Preparation and Restoration: o Perform trenching and backfill for electrical conduit placement. o Restore any disturbed paved areas following installation. • Supervision and Compliance: o Oversee the entire installation to ensure compliance with all relevant security, electrical, and construction codes. o Conduct site supervision over four weeks to manage quality and adherence to project specifications. • Permitting: o Verify whether a permit is required for any part of this installation, including fencing, gate, lighting, or electrical work. o If a permit is necessary, obtain the required approvals and ensure all work complies with local and state regulatory standards. Any delays due to permitting must be communicated promptly. • Additional Notes: o Layout Adherence: All installations should strictly follow the attached perimeter fence and vehicle gate layout to meet security and operational requirements. o Inspection: Upon completion, conduct a final inspection to ensure all elements meet the project’s security standards, especially in addressing potential access points at the bottom of the fence. Inspection notifications shall be submitted through a formal “Inspection Request” as per the provided guidelines. • Asbestos-Containing Materials (ACM): o Asbestos-containing materials were identified in the building. Please refer to the asbestos and lead assessment report for further details. • Site Access and Security: o Secure the work area and keep it off-limits to the general public. o Access to the building will be coordinated with Airport Operations or Facilities. o The building shall remain operational during the project. o Coordinate with Airports to minimize potential impacts on daily building operations. • Project Documentation: o Submit a Site-Specific Work Plan and an Injury Illness and Prevention Plan (IIPP). o Submit a warranty letter following project acceptance. o Provide a project schedule. o Submit an insurance certificate per County of Sacramento requirements. o Payment Bond and Performance Bond are required per Sacramento County requirements. o Certified prevailing wages must be submitted to the Department of Industrial Relations.
