Stream/Floodplain Restoration MS4 Project The Township of Adams, Butler County, Pennsylvania, will receive sealed bids appropriately identified for the following construction contract: Adams Township/ Valencia Borough Stream/Floodplain Restoration MS4 Project The Project is a stream restoration project and includes but is not limited to: Placement of erosion and sediment controls including a rock construction entrance, stone sediment trap embankments, silt sock, and a temporary stream crossing; the removal of legacy sediment by way of excavation to old buried topsoil layer, the installation of channels and minor sanitary sewer system modifications. An alternate bid item will include the relocation of the existing Breakneck Creek Regional Authority (BCRA) outfall. The overall project area is larger than the currently available funds for this project and is broken into over 30 sections. A total of $610,000.00 worth of funds are available and the contract will be awarded based upon the amount of work that a bidder indicates can be done for that amount. Adjustments to quantities dictated by field conditions will be made during the project but the total project cost of $610,000.00 will be held. The legacy sediment material has a beneficial reuse as topsoil and will become the property of the contractor upon removal. We strongly encourage the contractor to seek reuse of the removed material to permit additional material removal. The Breakneck Creek Regional Authority (BCRA) is open to temporary use of other portions of their property for temporary staging purposes. It is up to the contractor to work with the BCRA regarding details. Ideally, we would like construction activities to start in August of 2025 so that work may occur during the driest part of the year. This will also help to limit the potential of major storms impacting wok items like the temporary stream crossing. This project is also subject to receipt of a Joint Permit, which is currently under review by the Pennsylvania Department of Environmental Protection (PADEP). The project schedule will have the following deadlines from Notice to Proceed: Project to be substantially complete within 210 days, and final completion within 240 days. Each bid shall be made on the form provided in the contract documents and shall be accompanied by a bid bond, certified check or cashier's check in a sum equal to ten percent (10%) of the total bid amount made payable to Adams Township furnished by a surety company authorized to do business in the Commonwealth of Pennsylvania. Attention is called to the fact that Pennsylvania Prevailing Wages and the Pennsylvania Steel Products Procurement Act apply to this project. Bid documents, including plans and specifications, may also be examined at the Adams Township Municipal Building and procured at the office of Olsen Craft Associates, LLC, 280 North Pike Road, Sarver, PA 16055 (724-282-4786) for a non-refundable charge of $90.00, checks made payable to Olsen Craft Associates. Bid documents may be mailed upon request for an additional fee of $24.00. Only bids from purchased plan holders will be considered. Bids may be held by the Township for a period not to exceed sixty (60) days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Adams Township reserves the right to reject any or all bids, to waive informalities, and to award a contract in the best interest of Adams Township.
