This Request for Qualifications (RFQ) will provide your firm with sufficient information to enable you to prepare and submit qualifications for services relating to managing and providing consultation recommendations for the Safe Streets for All Construction implementation. PROJECT SCOPE The selected firm will provide services including, but not limited to: • Engineering & Design o Conduct site investigations and feasibility assessments. o Develop preliminary and final design plans, ensuring compliance with city, state, and federal standards. o Prepare environmental and traffic impact assessments as required. • Construction Management & Oversight o Assist in contractor procurement and bidding processes. o Provide on-site inspection, testing, and quality assurance throughout the construction phase. o Ensure compliance with safety, environmental, and regulatory requirements. • Public Engagement & Stakeholder Coordination o Coordinate with state officials, city officials, stakeholders, and the public to ensure alignment with community needs. o Conduct public meetings and outreach initiatives as necessary. • Funding & Grant Compliance o Ensure projects align with funding sources and grant requirements. o Assist in federal reporting and compliance documentation. The RFQ includes a preliminary scope of work in general terms and conditions of any subsequent contract. The scope of services, as defined herein, may be modified after final selection of the consultant. The general terms and conditions and federal provisions are part of any submitted qualifications and will be incorporated into any subsequent contract. Submission of qualifications shall constitute acceptance of these terms and conditions. Conditional responses may be rejected. Answers to all questions will be posted as an addendum to the city website at www.bluefieldwv.gov, no later than Wednesday April 16, 2025. In order for your RFQ to be considered responsive, it must adhere to the submitted requirements that follow. This is a criteria-based project. The successful consultant will be chosen based on the quality, quantity and the best value of services provided for the available budget. After the most qualified firm, as determined by the City, is selected the staff will enter negotiations with the firm to better define the final scope of work period. If for any reason the city and the selected firm cannot agree on our scope for the fee available, the City will enter into negotiations with the next most qualified firm. It is the goal of the City to promote local business participation in all construction service contracts. Therefore, the contractor shall make a good faith effort to identify and hire local subcontractors for this project. Questions concerning the RFQ should be addressed to my office. I look forward to receiving your qualifications for this service. Introduction The City of Bluefield is located in Mercer County, West Virginia. In 2022, the City of Bluefield was awarded a United States Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) grant to complete this comprehensive safety Action Plan. This Action Plan is in support of the 2022-2026 West Virginia Strategic Highway Safety Plan goal to reduce fatalities and serious injuries on West Virginia’s roadways with the ultimate objective of zero fatalities by the year 2050. The Action Plan was completed and submitted to the U.S. Department of Transportation Federal Highway Administration in 2024 along with the submission of the implementation grant application the same year. The round two award of the Implementation grant award was received in December 2024. TERMS & CONDITIONS The City of Bluefield reserves the right to reject any or all qualifications. The selected firm must comply with all applicable federal, state, and local regulations. This RFQ does not commit the City to award a contract or to pay any costs incurred in the preparation of a response.
