Site work and paving for a mixed-use development in Springfield, Vermont. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

BIDDER hereby agrees to complete the paving projects in the following time frames: Rte. 143 Road paving: June 1st to July 20th, 2025 (due to chip sealing in August) Randall Hill Road paving within 2 weeks of the new culvert at station 3+50 and the road improvements between station 5+00 and 8+00 (estimated time frame between August 1 and August 20). Crown Point Country Club Road: Within 2 weeks after the new gravels have been installed and graded. This scheduled is unknown at present time and may run as late as mid-November (after the course closes) Eureka Road: Between June 1, 2025 and October 15, 2025. In the event the work is not completed as scheduled, BIDDER agrees to pay as liquidated damages, the sum of five hundred ($500.00) dollars for each consecutive calendar day until work is complete, unless such delay is caused by the actions or inactions of the Town, or conditions reasonably determined to be out of the control of the Chosen Contractor. By submission of the Bid, BIDDER certifies that bid has been arrived at independently, without consultation, commitment or agreement as to any matter relating to Bid with any other BIDDER or with any competition. And are expected to be awarded by the Town Select Board at the 5/12/2025 selectboard meeting. The cutoff date for contractor questions shall be 4:00pm on Monday, April 28, 2025. The TOWN shall issue an Addendum if necessary, by 4:00pm on Tuesday, April 29, 2025. 1. Asphalt Milling (1" to 1.5"): The attached list of Paving Projects 2025 shows road segments 1b, 2, 3, 5, 7, 10 and 12 being milled to a depth of 1" to 1.5". This work shall include the following: Milling Trucking and proper disposal of the millings Sweeping Signs & traffic control TOTAL: 47,275 SY (does not include Eureka Road) USE: 47,500 SY The milling shall be a profile milling averaging a depth of 1" to 1.5", unless instructed otherwise in the field. 2 Asphalt Milling (5"): The attached list of Paving Projects 2024 shows road segment 14 & 15 milled to a depth of 5". This work shall include the following: Milling Trucking and proper disposal of the millings Sweeping Signs & traffic control Eureka Road: 2,300 x 20/9 = 5,111 SY Eureka Road Woodbury Road Intersection: 100' x 30'/9 = 333 SY TOTAL: 5,444 SY USE: 5,500 SY 3 Asphalt Base: VT Type II pavement shall be placed and compacted to a depth of 2.5" on the following roads (see attached calculation sheet). The pavement shall be VT Type II (3/4") Superpave Mix (65 gyration; PG5828). See attached calculation sheet. Eureka Road: 728 TON Woodbury Road intersection: 47 TON Randall Hill Road: 174 TON Country Club Road: 156 TON Total: 1105 TON USE: 1150 TON 4 Asphalt Pavement (overlay or shim): The road shall be swept clean prior to paving. Flagging shall be included as part of the paving cost. A tack coat of RS-1 emulsion shall be applied at the rate of 0.02 to 0.03 gallons/SY prior to the shim work or overlay onto existing pavement. The contractor shall use an application rate of 0.01 to 0.02 gallons/SY prior to installation of the top over a new shim. The pavement shall be VT Type IV (3/8") Superpave Mix (65 gyration; PG5828). See attached calculation sheet. It is anticipated that driveway entrances will be paved a distance of 1' to 2' from the edge of the road as part of this line item. Milled joints shall be made as follows: Driveways: Mill down 1" over a distance of 1' to 2' +/- from the edge of the road. End joint of road overlay: Mill down a distance of 1.5" over a distance of 6'. Total TONS: 5,679 TON USE 5,800 TON 5 Driveway Ramps/paved swale or berms: Driveway ramps necessary beyond 2' shall be paved in 2 layers (if base and top). The base shall be 2.25" VT Type II (3/4") Superpave Mix (65 gyration) (if base is necessary); the top shall be 1.25" VT Type IV (1/2") Superpave Mix (65 gyration). Driveway ramps beyond 2' will be determined in the field prior to paving between the Town & contractor. This is also meant to cover any paved swales necessary on Eureka Road. An estimate of 20 Ton has been estimated for these items. 6 Asphalt Adjustment: A LS (lump sum) cost of $1 has been used for this line item. This is to signify that the asphalt adjustment will be paid for the difference in asphalt prices as posted by the State of Vermont between the April, 2025 posting of $621/ton and the date(s) of paving. 7 Density Pay Factor: A LS (lump sum) cost of $1 has been used for this line item. The Town at their discretion may complete cores on the top pavement. Payment will be based on the compaction results as paid by the rates listed in Table 406.14A in the Additional Specifications below.
