Site work and paving for a mixed-use development in Webster City, Iowa. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The FY 2026 HMA Improvements Project is located on numerous City Streets within the City of Webster City, including Elm Street from Lynx Avenue to Beach Street, Madsen Avenue and Woolsey Avenue from Elm Street to Bank Street, Walnut Street from Lynx Avenue to Beach Street, Kathy Lane from Beach Street to Sunset Drive, and Clark Mollenhoff from approximately 50' north of the railroad tracks to approximately 850' north of the railroad tracks. The project consists of approximately 94 TONS of granular shoulder finishing, 16 minor adjustments to manholes with PCC boxouts, 698 LF of PCC curb and gutter, 1,373 TONS of 1.5-inch thick intermediate layer asphalt overlay, 1,505 TONS of 1.5-inch thick surface layer asphalt overlay, 14,597 SY of asphalt milling, 117 SY of 6-inch thick PCC sidewalk, 117 SY of sidewalk removal, 40 LF of curb griding, 33 STA of pavement markings, asphalt and PCC samples and testing, traffic control, mobilization, SWPPP control measures, and other related items. There are five additive bid alternates. Bid alternates include five additional locations related to other project locations and including up to 6 minor manhole adjustments with PCC boxouts, 198 LF of PCC curb and gutter, 777 TONS of 1.5-inch thick intermediate layer asphalt overlay, 835 TONS of 1.5-inch thick surface layer asphalt overlay, 5,912 SY of asphalt milling, 34 SY of 6-inch thick PCC sidewalk, 29 SY of sidewalk removal, 16 LF of curb grinding, asphalt and PCC samples and testing, traffic control, mobilization, SWPPP control measures, and other related items. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Webster City, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Webster City. The bid shall contain no condition except as provided in the specifications. Each successful Bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Webster City and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City of Webster City from claims and damages of any kind caused by the operations of the Contract and shall also guarantee the maintenance of the improvement caused by failures in materials and construction for a period of two (2) years from and after acceptance of the Contract. The Notice to Proceed is anticipated to be issued after satisfactory review of executed bonds, insurance, and contract, with an early start date of June 2, 2025 and a late start date of August 11, 2025. The Contractor shall fully complete the project within 35 Working Days. Fully complete includes having all pavement, curb and gutter, sidewalk, utility adjustments, and site restoration and ALL work areas open to use by the public. Work once commenced shall be diligently worked to completion. Should the Contractor fail to fully complete the work within the time allotted, liquidated damages of One Thousand Dollars ($1,000) per working day shall be applied for each calendar day until the work is fully completed. Work Area 1: The Contractor shall fully complete Mary Lane and Elm Street prior to August 22, 2025. Fully complete includes all pavement, curb and gutter, sidewalk, utility adjustments, backfill, grading, site restoration and work areas open to use by the public. Seeding may be completed after August 22, 2025. Should the Contractor fail to complete the work within the timeframe, liquidated damages of $500 per calendar day will be assessed for work not completed within the designated contract terms. The 35-workingday period will begin once work commences in either Work Area 1 or Work Area 2, whichever starts first. If both work areas are worked on concurrently, additional working days will not be counted separately. Work Area 2: This area consists of Madsen Avenue, Woolsey Avenue, Kathy Lane, and Clark Mollenhoff Drive. The 35-working-day period will begin once work commences in either Work Area 1 or Work Area 2, whichever starts first. If both work areas are worked on concurrently, additional working days will not be counted separately The selection of Bid Alternate A will add four (4) working days to the contract. The selection of Bid Alternate B will add three (3) working days to the contract. The selection of Alternate C will add two (2) working days to the contract. The Selection of Alternate D will add two (2) working days to the contract. The Selection of Alternate E will add two (2) working days to the contract. The City of Webster City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
