Summary of Work: Hawaiian terrestrial snails are quickly going extinct due to depredation by introduced predators including rats, Jackson’s chameleons, and the rosy wolf snail. Currently, the only reliable way to protect populations in the field is to construct predator exclusion fences. The Army Natural Resources Program on O`ahu (ANRPO) currently manages a predator exclusion fence at Pu`u Hapapa, in the Wai`anae Mountains, to protect numerous species of rare and endangered snails. This aging fence has experienced material failure, and is now due to be reconstructed. This project will be contracted by the Division of Forestry and Wildlife (DOFAW) but managed logistically by the Army Natural Resources Program (ANRPO). During the project, a complete, unbroken barrier must be maintained to keep predators out of the original exclusion fence. Thus, work must be planned in phases and temporary structures used to maintain the integrity of the fence as a whole throughout the construction process. The proposed fence unit will be 167 meters in circumference and will be constructed entirely of plastic lumber with HDPE geomembrane as siding. The basic design of the fence includes a solid wall with a hood to exclude rats. Four rosy wolf snail barriers will be attached to the exterior of the wall consisting of two flared 15° angled flanges, a cut copper mesh barrier, and an array of copper bands, to be electrified by ANRPO after completion of fence construction. Some of the fence materials needed to complete the fence will be supplied by ANRPO and DOFAW. The contractor will be responsible for fence construction, transport of fence crew and equipment to staging areas, the transport of fencing materials from their current locations at the ANRPO or DOFAW baseyards, to the staging area/Helicopter Landing Zone. The provision of additional materials needed to construct the fence is specified herein. missions, or doubts as to the meaning of drawings and specifications should be communicated in writing to MANAGER-CHIEF ENGINEER, DIVISION OF WATER AND LAND DEVELOPMENT, P.O. BOX 373, HONOLULU, HAWAII, 96809 for interpretation and must be received by the Division of Water and Land Development no later than fourteen (14) calendar days prior to the date fixed for bid opening.
