Mobilize dredging equipment to Monroe Harbor and perform mechanical dredging due to the presence of boulders, rocks, and clay-like material. Dredging will achieve depths of 23 feet below Low Water Datum (LWD) plus 1-foot overdepth or point of refusal, whichever is less, within the main channel from STA 60+00 to 76+00, 0+00 to 20+00 river, and 0+00 to 20+00 lake. A section near the wall from STA 15+75 to 4+00 will be dredged to 20 feet below LWD plus 1-foot overdepth or point of refusal, and the turning basin from STA 64+72 to 79+00 will also be dredged to 20 feet below LWD plus 1-foot overdepth or point of refusal. All dredged material will be placed in Cell 3 at Pointe Mouillee Confined Disposal Facility (CDF), with no discharge allowed at the CDF. Demobilize upon completion of dredging. Contractors must comply with security requirements, including initial and annual security awareness training, suspicious activity reporting, and adherence to Force Protection Condition (FPCON), Random Antiterrorism Measures (RAMs), and Health Protection Condition (HPCON) protocols. Personnel requiring unescorted access to DoD installations will undergo vetting through NCIC-III and TSDB checks and comply with identity verification requirements. Contractors must also use the E-Verify program for employment eligibility verification and maintain records of verified candidates. The Bidder Inquiry System will stop receiving new inquiries ten (10) calendar days before the bid due date in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation if necessary.
