Annual Inspections, Testing, Refilling, Repair and Replacement of Portable Fire Extinguishers at Various Somerset County Facilities and Vehicles and Somerset County Park Commission Facilities SCOPE OF WORK A. INSPECTION OF FIRE EXTINGUISHERS (price to include cost of valve stems, O-rings, tags, pin pulls, collars, seals, bulls-eye flag seals, etc., and all other parts, components and services required as part of this inspection) As needed, price per unit to check, inspect and re-tag existing fire extinguishers of various county facilities and vehicles. Note: Work to be done per NFPA 10 standards, current edition. B. HYDRO TESTING & REFILLING OF FIRE EXTINGUISHERS (price to include cost of refilling and current year hydro inspection tag, valve stems, O-rings, tags, pin pulls, collars, seals, bulls-eye flag seals, etc., and all other parts, components and services required as part of this hydro test and refill) As needed, all pressurized fire extinguishers shall be taken out of service and pressure tested. The testing agency shall leave a "loaner" in place while the testing is being completed at no cost to the County and the County Park Commission. For Clean Agent Halotron I and Halon 1211 items only, bidder shall provide a price for the refill along with a price per pound for the actual agent. Note: The fire extinguisher units shall be refilled and tagged according to NFPA 10 standards, current edition. C. REQUIRED MAINTENANCE INSPECTION-6 YEAR (WORK TO INCLUDE COST OF REFILLING FIRE EXTINGUISHER WITH A CURRENT YEAR TAG) (price to include valve stems, O-rings, tags, pin pulls, collars, seals, bulls-eye flag seals, etc., and all other parts, components and services required as part of this maintenance inspection) The testing agency shall leave a "loaner" in place while the testing is being completed at no cost to the County and the County Park Commission. REPLACEMENT OF FIRE EXTINGUISHERS As needed, price per unit, for the replacement of fire extinguishers. Bidder SHALL provide brand/manufacturer for fire extinguishers on the Bid Proposal Form. All inspections, servicing, delivery and handling of equipment shall be in accordance with all Federal, State, and local codes and regulations, including the standards set by NFPA (National Fire Protection Association) and OSHA (Occupational Safety and Health Administration). E. REPAIRS As-needed repair of fire extinguishers for seals, gaskets, and gauges. All repairs to be performed by certified mechanics. Bidder shall submit the percentage discount on parts from list price. Note: Work to be done per NFPA 1964 standards, current edition. During the bid opening process, the bidders will be announced as well as bid amounts. Also, the bid tabulation will be posted, online. Bidders shall comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17-27 et seq. The term of this contract shall be two (2) years. The County reserves the right to award in whole (Option A and B combined) or in part (Option A or Option B) based on the Grand Total for Annual Inspection for each Option, where such action serves the County's best interest. In order to be given consideration, written requests for interpretation and or clarification must be received at last three (3) business days prior to the date fixed for the opening of the bids.
