The Town of Fairfield in conjunction with the Town of Fairfield WPCA has issued this one-step solicitation for its Phase 1 - WPCF Plant Equipment Improvements (Project) to invite responses from experienced and capable parties to this request for qualifications (RFQ). The purpose of this RFQ is to retain services of a qualified responder to provide progressive design - build services for the high priority capital improvement projects at the WPCF. The design-builder will be retained under the EJCDC Contract Agreement for Progressive Design-Build Services. Design-Builder shall provide a scope of work inclusive of all items described in Section 2.1 of this RFQ. The WPCF is located at 330 Richard White Way, Fairfield, Connecticut. The total average daily influent flow at the plant is 8.64 MGD. The facility operates near its permitted capacity of 9 MGD in accordance with its state issued NPDES Permit (Permit No. CT0101044). The WPCF was constructed in 1950 and expanded in 1968 and 1972. Over time new processes were added or updated including sludge dewatering equipment, a sludge composting facility, and biological process improvements for nitrogen removal. The last upgrades were completed in 2002 and consisted of aeration tanks, new settling tanks, UV disinfection system, effluent pumping, and odor control biofilters. The plant effluent water discharges to Long Island Sound. A Wastewater Facilities Plan was developed by Wright-Pierce Incorporated in 2018. In 2024, Woodard & Curran, Inc. performed an equipment condition assessment to reflect prioritization of plant infrastructure upgrades and equipment replacements to inform development of WPCA's capital budget for the Project. Phase 1 Design and Preconstruction Services (Preliminary Stage): to be completed by July 1, 2026. Phase 2 Final Design, Construction, and Commissioning Services (Completion Stage): to be completed by July 1, 2029.
