Washington County's Facilities, Fleet and Parks department is looking to replace the existing envelope of Service Center East Building (Roof, Siding and Windows), the project will also include upgrading the existing heating, ventilation, and air conditioning (HVAC) System. Proper notification of changes in the bid closing date will be made to all bidders who have received bid documents. Bids must contain: A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage". The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as "non- responsive." Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor's Board list of contractors ineligible to receive public works contracts. The project consists of selective demolition and replacement of existing HVAC equipment, roofing, siding, and windows. The building will be occupied during demolition and construction activities. Improve the building's energy efficiency and extend its useful life while maintaining property value by upgrading the building's existing heating, ventilation, and air conditioning (HVAC) system, siding and windows. Project schedule is planned from July 2025 to June 2026. The majority of activities are intended to be completed prior to winter 2026 to minimize potential construction delays. 4.7. Scope of work, any plans and/or specifications. All work shall comply with state codes and local ordinances, including but not limited to, latest adopted and enforced building codes, city ordinances. Drawings are diagrammatic in nature and not intended to be precise, they do not include or specify every offset, fitting, component. The main components, geometric relationships, materials necessary, are indicated in the construction documents. The contractor shall provide these, and all other offsets, dimensional adjustments, materials required, for a complete installation. The contractor shall review all construction documents prior to submitting bid for work. Construction documents of all trades shall be reviewed, coordinated, and built in conjunction for a complete installation. The contractor shall field-verify all dimensions and existing conditions prior to bid, fabrication, installation, of mechanical systems. All materials, equipment, shall be installed in conformance with the manufacturer's installation instructions, guidelines, submittal shop drawings. Notify owner regarding conflict between contract construction documents and the manufacturer's instructions for resolution prior to fabrication, installation. Where conflict occurs between manufacturer equipment installation instructions and building codes, the contractor shall default to a code-compliant installation, unless directed otherwise. Fabricate and install ductwork per SMACNA standards, latest edition. Provide electrical and controls wiring connections to equipment in full conformance with the national electrical code (NEC). Contractor shall ensure and provide NEC required clearances in front of electrical panels, cabinets, starters, VFD's, disconnects, etc. Provide equipment, piping, electrical, labeling per ANSI / ASME standard A13.1, unless directed otherwise. Provide equipment and service labeling submittal for owner approval no later than 4 weeks prior to labeling order and field installation. Provide code-compliant fire-rated, smoke-rated, assemblies where mechanical systems or elements penetrate fire rated walls/floors, including but not limited to intumescent fire stops, fire caulk, fire dampers, combination fire-smoke dampers, etc. Refer to architectural drawings for locations of fire rated floors, walls. All fire-smoke rated assemblies to be UL listed. Materials for mechanical systems shall have a flame spread/ smoke developed rating not to exceed 25/50 per ASTM E84, unless specifically allowed by authority having jurisdiction pre-approval. All dimensions to be from column centerline, and face of wall, unless directed otherwise. The building or structure shall not be weakened by mechanical systems installation. No alterations to the floor, roof, columns, beams, joists, etc., is to be made without prior notification to owner and approval of architect or structural engineer unless indicated on construction documents. Provide seismic bracing of mechanical systems and equipment in conformance with ASCE 12, SMACNA seismic restraint manual, current building code. Refer to general, architectural, structural, drawings for applicable seismic parameters. For all technical details see construction documents (CD Packages - Washington County Service Center East Exterior Renovation) All jurisdictional review comments have been addressed on the following permits. Permit issuance is awaiting Type 1 Land Use Review and the selection of the General Contractor. Once Land Use review is resolved and the General Contractor is selected by the County, the City will issue the permits. Washington County will cover the cost of the City permits directly. 7.14. Performance Bond A performance bond equal to the full contract price to be completed conditioned upon the faithful performance of the contract in accordance with the plans specifications and conditions thereof will be required from the successful bidder. Said performance bond shall be issued by a company currently licensed to do business in the State of Oregon, drawn in favor of Washington County. Said performance bond shall be delivered to the Contract Administrator prior to the commencement of work and no later than fifteen (15) calendar days after the notification of award of bid. The included performance bond should be used. Other performance bond forms may be accepted at the County's sole discretion 7.15. Payment Bond A payment bond in an amount equal to the full contract price to be completed, solely for the protection of claimants under ORS 279C.600, will be required from the successful bidder. Said payment bond shall be issued by a company currently licensed to do business in the State of Oregon, drawn in favor of Washington County. Said payment bond shall be delivered to the Contract Administrator prior to the commencement of work and no later than fifteen (15) calendar days after the notification of award of bid.
