Description: The project consists of two schedules of work; the District reserves the right to award one or both of the schedules. The total engineers estimate for the project is in the range of $2,300,000 to $2,600,000. Schedule A of the project generally consists of water main replacement within Childs Road and Oswego Canal to Indian Creek Avenue and Dawn Street, and includes the following: 1. Construction of approximately 1,593 linear feet of 12-inch ductile iron water main. 2. Construction of approximately 769 linear feet of 10-inch ductile iron water main. 3. Replacement of approximately 15 water services. 4. Replacement of approximately 3 fire hydrant assemblies. Schedule B of the project generally consists of water main replacement within Dawn Street between Arrowood Avenue and Red Wing Ct, and includes the following: 1. Construction of approximately 765 linear feet of 10-inch ductile iron water main. 2. Replacement of approximately 6 water services. 3. Replacement of approximately 1 fire hydrant assemblies. The District is not responsible for failure of bidders to receive notifications of changes or corrections made by the District and posted as stated above. This project is funded in whole or in part through the Safe Drinking Water Revolving Loan Fund. Special equal opportunity requirements imposed by that agency are contained in the bid documents, and bidders are cautioned to examine them carefully in preparing their bids. This project is public work and is subject to both Davis-Bacon Wage Determinations and Oregon prevailing wage rates in accordance with ORS 297C.800 through 279C.870. Pursuant to the 2014 Congressional appropriations bill for the Safe Drinking Water programs, none of the financing Proceeds may be used for any part of the Project unless all of the iron and steel products used in the Project are produced in the United States. "Iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. No bid will be received or considered unless the bid contains a statement by the bidder, as part of their bid, that the provisions of ORS 279C.840 or 40 U.S.C. 276a shall be complied with, a statement as to resident bidder status. Contractor licensing under ORS 468A.720 for asbestos abatement is a requirement of this project. Prior to submission of its bid, the bidder shall be registered with the Oregon Construction Contractor's Board, and thereafter comply with the requirements of ORS 701.005 to 701.137. Additional Description: Each proposal must be submitted on forms prescribed by the District and accompanied by a certified check, cashier's check or bid bond in an amount equal to 10 percent (10%) of the total amount bid. The successful bidder will be required to furnish a faithful performance bond and a labor and material payment bond each in the amount of one hundred percent (100%) of the amount of contract. The successful bidder will also be required to furnish a statutory public works bond in the amount of thirty thousand dollars ($30,000.00). Evidence of workers' compensation insurance will be required before the work shall commence. The District will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The District reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject all bids, if it is in the public interest to do so. The District reserves the right to waive informalities and to award a contract to the qualified lowest responsive and responsible bidder. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 05/19/2025Any explanation desired by the bidders regarding the meaning or interpretation of the specifications must be requested in writing, and with sufficient time allowed for a reply to reach them before the submission of their bids. No interpretations will be made less than 72 hours prior to bid opening.
