Project consists of construction of an approximate 3,500 square foot addition with finished basement and elevator, partial interior renovation of both levels of the approximate 2,000 square foot existing building, new MEP systems, the addition of a new secondary water service and sprinkler system in the basement level, existing window sash replacement, and incidental exterior landscaping. Work which may be included through alternate bid includes: an approximate 550 square foot area incorporating an exterior patio and incidental landscaping; exterior cleaning and restoration; interior finish upgrades, and new casework. 9654931 Bids will be received for a single prime Contract. Bids shall be lump sum as indicated in the Bid Form. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. identified as: "D.R. Moon Memorial Library Asbestos and Lead Abatement Project." No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. Bidder is required to deliver the original certified check or bid bond within 72 hours of the bid opening to CBS Squared, Inc., ATTN: Kristi Lentz, 770 Technology Way, Suite 1A, Chippewa Falls, WI 54729. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The Owner reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 30 Days after the date and time set for the opening of bids. Bidders may be requested to submit "Contractor's Qualification Statement." Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. Contracts awarded under this advertisement for bids may be funded in whole or in part by the U.S. Department of Treasury's Capital Project Fund through a grant awarded to the owner named above from the State of Wisconsin Department of Administration Flexible Facilities Program (FFP); and will be subject to all program requirements specified in the bid packet. The contract shall be subject to the Contract Work Hours and Safety Standards Act (CWHSSA), 40 U.S.C. 3702 and 3704, and DOL (29 CFR Part 5); Fair Labor Standards Act (FLSA); and fair labor practices and wage standards for the program under which the contract is funded and subject to the federal and state equal opportunity provisions, as specified in the bid packet. Small businesses, minority-owned and women-owned business enterprises (MBEs, WBEs), disabled veteran-owned businesses (DVBs), and firms in labor surplus markets are encouraged to participate in the bidding. This Work shall be subject to minimum wages and labor standards in accordance with the funding program and State of Wisconsin at the time of bidding. The City of Stanley reserves the right to reject any and all bids, without cause, to waive irregularities and informalities therein and to award the Contract in the best interest of the City of Stanley.
