Any bid sent by FedEx or similar company shall be sent to Greg Clark, P.E., Water and Wastewater Division Engineering, Cleveland Utilities Authority, 2435 Guthrie Drive NW, Cleveland, TN, 37312. The Contractor is fully responsible for making sure the sealed bid is delivered to Cleveland Utilities Authority by the closing date and time. New Effluent Reuse Building and Effluent Reuse Water Holding Structure Two (2) New Wet Pit Submersible Pumps Three (3) Vertical Turbine Effluent Reuse Pumps Sodium Hypochlorite Disinfectant System Site Piping, Valves, and Vaults Pre-Qualification: Yes Pre-Bid Meeting Info: Alternatively, pre-qaulification information may also be emailed to mattr@jrwauford.com. Failure to submit pre-qualification information by close of business the date of the Pre-Bid Conference can result in disqualification. Inquiries should be directed to Matthew K. The work is in one Contract and includes the following general items of work: CONTRACT 24-01 HIWASSEE RIVER WWTP EFFLUENT REUSE o New Effluent Reuse Building and Effluent Reuse Water Holding Structure o Two (2) New Wet Pit Submersible Pumps o Three (3) Vertical Turbine Effluent Reuse Pumps o Sodium Hypochlorite Disinfectant System o Site Piping, Valves, and Vaults as described in the Detailed Specifications and shown on the Plans. The allotted time for construction for this Contract is 365 calendar days. Liquidated damages are one thousand dollars ($1,000.00) per calendar day. FEDERAL AND STATE FUNDS This project is being supported with Treasury, Coronavirus State and Local Recovery Fund grant funding; therefore, certain restrictions and other federal requirements attach to this opportunity. Cleveland Utilities Authority hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Cleveland Utilities Authority is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. Mutually agreed upon time extensions may be made if necessary. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. SPECIAL NOTICE TO DISADVANTAGED BUSINESS ENTERPRISES (DBE) FIRMS All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact the DBE office listed above to review bidding/contract documents. Qualified Disadvantaged Business Enterprises (DBE) firms may also contact J. R. Wauford & Company, Consulting Engineers, Inc., 908 West Broadway Avenue, Maryville, TN 37801, 865-984-9638 in order to obtain a list of prospective bidding General Contractors or to obtain copies of bidding/contract documents. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders. In compliance with TCA 12-4-126(a) and (b) the ENGINEER will not issue addenda less than forty-eight (48) hours before the bid opening date and time; further, any questions concerning the bid documents shall be received by the ENGINEER before ninety-six (96) hours prior to the bid opening date and time. The successful bidder is required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. Each Bidder Shall Write on the Outside of the Envelope Containing the Bid the Contractor's License Number, the Expiration Date, and That Part of the Classification Applying to This Bid. If this is not done, the bid will not be opened. Each bidder shall be properly licensed and abide by the provisions of TCA 62-6-119 including part (b) which states in part: "(b) The person or entity involved in the preparation of the invitation to bid or comparable bid documents, including any electronic bid documents, shall direct that the following information be written upon the bid envelope or provided within the electronic bid document: (1) The name, license number, expiration date thereof, and license classification of the contractor applying to bid for the prime contract; (2) The name, license number, expiration date thereof, and license classification of the contractor applying to bid for the masonry contract where the total cost of the materials and labor for the masonry portion of the construction project exceeds one hundred thousand dollars ($100,000); (3) The name, license number, expiration date thereof, and license classification of the contractor applying to bid for the electrical, plumbing, heating, ventilation, or air conditioning contracts except when such contractor's portion of the construction project is less than twenty-five thousand dollars ($25,000); (4) For each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation license number, classification (G, L or G,L) and the expiration date, except when the geothermal portion of the construction project is in an amount less than twenty-five thousand dollars ($25,000); (5) Prime contractor bidders who are to perform the masonry portion of the construction project which exceeds one hundred thousand dollars ($100,000), materials and labor, the electrical, plumbing, heating, ventilation or air conditioning or the geothermal heating and cooling must be so designated; and (6) Only one (1) contractor in each of the classifications listed above shall be written on the bid envelope or provided within the electronic bid document." The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary. No bidder may withdraw his bid for 90 days, while the Owner considers the bids. Mutually agreed upon time extensions may be made if necessary. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. It is the policy of Cleveland Utilities Authority to ensure compliance with Title VI of the Civil Rights Act of 1964; 49 CFR, Part 21; related statues and regulations to that end that no person shall be excluded from participation in or be denied benefits of or be subjected to discrimination under any program or activity receiving Federal financial assistance or any other funding source on the grounds of race, color, sex, national origin, or ancestry. By virtue of submitting a response to this solicitation, bidders agree to comply with the same non-discrimination policy.
