The Project consists of the following major elements: The furnishing and delivery of 9,565 linear feet of 6" DIP water main and 8,240 linear feet of 8" DIP water main with all necessary appurtenances. The materials will be awarded in one Contract. Contract time is 120 consecutive calendar days. The work shall be substantially completed within 90 consecutive calendar days. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. This project is being supported with the American Rescue Plan Act (ARPA) and is administered through the TDEC State Water Infrastructure Grants (SWIG) agency. Therefore, certain restrictions and other federal requirements are attached to this opportunity. Compliance with the following certifications is required: o Byrd Anti-Lobbying Amendment Certification o Iran Divestment Act Certification o Debarment Certification o Non-Boycott of Israel Certification o Sam.gov Disadvantaged Business Enterprises (DBE) Requirements: This project involves ARP SLFRF funding and does not involve the SRF Loan Program. Certain documents within this manual contain references to the SRF Loan Program DBE requirements. No documents are required to be submitted to the SRF Loan Program for this project. These documents are being provided as guidance for soliciting DBE participation. This project is funded through a TDEC ARP grant and therefore must assure that small and minority businesses, women's business enterprises, and labor surplus area firms are used when possible (2 CFR Part 200.321). The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
